• Served as the Transition Manager providing communication support to onboarding incumbent staff, and knowledge transfer of outgoing staff during transition by answering questions and responding to concerns from employees• Assisted NOAA Program Office staff and ProTech task order level contracting officers/contracts specialists with market research, requirements scope review, vendor capability analysis, SOO/PWS/SOW development and review, IGCE development, purchase request (PR) package review, and ProTech waiver review.• Assisted with the development, testing, training, and deployment of the ProTech Unified Scope Review/Capability Analysis Tool. This specialized tool allowed PMO staff to quickly analyze program requirements to determine if they are within scope of the ProTech master contract, and projects which vendors in a particular ProTech domain possess the capabilities called out in the requirement. Lastly, the tool automatically generated all the graphics required for a market research report the ProTech PMO provides to the Ordering Contracting Officer• Supported Contracting Officer’s Representative manage six separate contracts performed in the NOAA Chief Financial Officer’s (CFO) Office. Developed an organic tool to assist in the accurate payment of monthly invoices by creating an electronic CD 406 form, and generating an Excel macro, which extrapolates data from the NOAA financial database (Oracle Discoverer), creates the 66-character alpha/numeric Line of Accounting (LOC) string required for all invoice payments. The tool saved time in automating the process, and forms, and ensures accuracy and consistency in invoice processing.
