Principle Senior Advisor to the Iraqi Counter-Terrorism Service (CTS), an Iraqi four star flag officer command independent from the Ministries of Defense and Interior consisting of over 12,000 Iraqi counter-terrorism personnel. Provided military guidance and recommendations with regards to strategic planning, internal organizational processes, internal stability, and interaction with the United States and its regional allies. Supervised Foreign Military Sales and International Military Education and Training for the CTS.

Cairo, Egypt

Assisted in the management of a $22.5 billion U.S. Security Assistance Program to Egypt to include integrating modern combat systems and training to all elements of the Egyptian Armed Forces. Supervisory responsibility for a joint staff to fulfill DoD regional policy, Security Assistance Organization responsibilities, USCENTCOM theater objectives, and daily operations to support over 500 military, Government Service civilians, family members, and contractors. Served as the Chairperson to the International Cooperative Administrative Support Services (ICASS) Council. Responsible for coordinating positions and policy with the Embassy Country Team.

U.S. Embassy, Cairo

Managed a $1.3 billion annual Foreign Military Sales (FMS) program. Responsible for all service and agency FMS acquisition programs; Air Force, Army, Navy, and Corps of Engineers. Supervises 2,400 military, U.S. civilians, contract personnel and locally employed staff. Coordinates with Department of State, Department of Defense, Corps of Engineers, Army, Navy, and Air Force agencies in planning, executing, and resolving all FMS acquisition and support issues. Provided advice and counsel to both senior level U.S. and Egyptian leaders on doctrine, operations, maintenance, training, and logistical support provided under FMS programs. Supervised M1A1 Main Battle Tank co-production and 120mm training ammunition co-production. Managed the End-Use-Monitoring program of all U.S. equipment in-country.

Director of the 182-person Directorate of Training and Doctrine, U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). Responsible for the analysis, design, development, and maintenance of Civil Affairs, Military Information Support Operations, and Special Forces institutional training courses at USAJFKSWCS. Responsible for the development of Army Special Operations Forces (ARSOF) doctrine, including Special Operations Aviation and the Ranger Regiment. Responsible for the bi-monthly publication of the Special Warfare Magazine and the development of Interactive Media Instruction to facilitate training in resident and non-resident courses. Responsible for the development of Combined Arms Training Strategies for Civil Affairs, Military Information Support Operations, and Special Forces. Represented USAJFKSWCS and the United States Army Special Operations Command at various Councils of Colonels and conferences.

Iraq

Military Transition Team (MiTT) Chief of the Iraqi Counter-Terrorism Bureau (CTB), a ministerial level organization which exercises authority over and command and control of the 1,500 man Iraqi Counter-Terrorism forces. The CTB synchronized Counter-Terrorism efforts to focus all elements of national power against the terrorist enemies of Iraq. Led the MiTT which advised the CTB Director, a three-star flag officer, and his staff of 150 personnel. Responsible for advising CTB leaders and staff on strategy, policy, sustainment, legislative issues and initiatives which support a successful and effective Iraqi counter-terrorism effort. Assisted CTB to develop and prioritize key strategies in building Iraq's counter-terrorism capability using the diplomatic, informational, and economic instruments of national power. Served as the primary interface between the CTB and other US organizations and agencies.

Hohenfels, Germany

Commanded a Base Support Battalion of over 650 soldiers, Department of the Army civilians, and local nationals. Provided base operations and direct support to the Hohenfels Military Community, the Combat Maneuver Training Center, and the monthly troop rotations of 2,500 soldiers on a 40,000 acre training area. Planned, coordinated, directed, and supervised quality of life and force protection for over 7,500 soldiers, civilians, and family members living or operating in a 45,000 square kilometer area including 17 separate housing areas in local German communities. Planned and executed real property management and maintenance of a $73 million program for the Combat Maneuver Training Center. Coordinated support and planning for all medical, dental, personnel, finance, postal, AAFES, DECA, CID, and DoDDs support in the community.
