Ghana

Led a team of experts on the Strengthening Action Against Corruption (STAAC) program in Ghana. STAAC is a £9.7m anti-corruption program funded by the UK’s Department for International Development (DFID) and implemented by Adam Smith International. The program works to strengthen institutions and organisations in the anti-corruption chain through the design and implementation of pragmatic and scalable interventions using a problem-driven iterative adaptive approach.

Afghanistan

Established objectives and directed operations for this $40 million U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs Program. Managed all contractual, technical, and programmatic matters. Collaborated cross-departmentally with human resources, staffing, contracts, finance, and procurement to address key issues, offer counsel, and improve performance. Conducted research, analyzed data, and generated comprehensive reports and metrics, to measure performance against the contract. Drafted proposals, memorandums, and informational requests. Somalia

Cambodia And Tunisia

Senior Evaluation Expert, USAID, Consortium for Elections and Political Processes Strengthening III Leader with Associates Award (CEPPS III LWA), Cambodia and Tunisia (2010-2014)⇨ Conducted qualitative evaluations of CEPPS III in foreign regions.⇨ Engaged in evaluations that included in-country travel, desk top reviews, key informant interviews (KIIs), web-based surveys, and case studies, and recommendations for both countries.

Iraq

Established and led a multifunctional team of 12 staff, 6 consultants, 3 stakeholder working groups, 50 civil society legal clinics, and 10 law school legal clinics. Conceived and developed a multi-stakeholder strategy for design of a comprehensive civil legal aid system expected to increase the competence and maximize availability of legal professionals assigned to work with vulnerable and disadvantaged Iraqi women, internally displaced persons, refugees, and others. KEY CONTRIBUTIONS:⇨ Leveraged group’s expertise to review Iraq’s current law and policy framework and draft the initial Legal Aid Law.⇨ Oversaw organizational development and official registration of a legacy coalition charged with the mission to lead civil society involvement in legal aid.⇨ Ensured success in the establishment, baseline assessment, and evaluation of numerous legal aid delivery systems, including the 50 civil society organizations, 10 law schools, and 15 government offices. ⇨ Fostered relationships with the Iraqi Bar Association and the Kurdistan Bar Association and engaged in discussions to incorporate pro bono activities and a pro bono program into their work. KEY CONTRIBUTIONS:Interim Chief-of-Party/Country Director, NDI, Albania (2006):⇨ Set objectives, led a staff of 50, and managed operation of this multi-year USAID-funded program with a $7.2 million budget. ⇨ Ensured success of the program transition. ⇨ Delivered leadership to support a mid-program assessment; coordinated 7 senior staff members in reviewing and establishing strategy to support the multi-sectoral democracy and governance program.

Designed and implemented a civil legal aid system that targeted the stateless Roma population in Macedonia to regularize the status of citizenship, while serving in a pro bono capacity.⇨ Developed and facilitated a multi-agency government, Macedonia Ministry of Interior, and civil society stakeholder working group charged with designing systems and processes that made legal aid and justice accessible across the communities of Roma.⇨ Led the civil society organization coalition in creating high-impact outreach and public legal education awareness activities to target local communities.⇨ Trained coalition lawyers and civil society organizations across the country to effectively manage legal clinics, individual clients, and caseload flows, which would lead to the citizenship of 3,000 persons.

Sierra Leone
