I rejoined ANSER for a part-time task supporting a rewrite of the Pueblo County Emergency Operations Plan. As that project neared completion, I was asked to return full-time, and after some consideration decided to come back. In addition to the tasks described in my previous go-round, I am supporting mission assurance plans reviews for a Combatant Command, and providing logistic support for an international treaty verification visit.

Business Development support to the Mission Security Division• Explores, analyzes and recommends courses of action for business development, planning and preparing for proposals and responses, and while examining future desired actions for the program as a whole• Prepare/contribute to ANSER participation in pursuit of proposals, task orders on existing contracts, formal and informal requests for information, job announcements, etc. • Devised and promulgated the team selection matrix; a method to visualize and quantify subjective assessments for comparison and ranking in the team selection process

Full-time support to NORAD-USNORTHCOM Vigilant Guard Exercise Program (VG) • Used the Joint Event Life Cycle (JELC) process to plan and execute four joint regional VG Exercises in each calendar year.• VG POC for ARDENT SENTRY/National Level Exercises• Monitor N-NC official taskers, review and coordinate on incoming issues, and prepare & coordinate draft responses for client approval • Develop, coordinate, and maintain benchmark Vigilant Guard program materials for revision and internal USNORTHCOM information, and to inform National Guard Bureau (NGB) and participating States, agencies and organizations

Full-time support to the Headquarters Air Force Space Command (AFSPC)• Analyzed issues concerning weapon system status and use including recommending requirements for weapon system upgrade or replacement• Reviewed Mission Area Planning roadmaps, requirements documents (MNS, ORD), Program Management Directives, etc., makes recommendations to government client• Developed draft guidance and policy including the AFSPC Mission CONOPS for Helicopter Support for AFSPC Operations• Lead effectiveness analyst for Analysis of Alternatives (AoA) for UH-1N Helicopter Replacement • Developed mission profiles to against which to measure alternative systems • Developed measures of effectiveness/measures of performance • Calculated performance data for each alternative and compared against each mission profile

Alexandria, Va

• Managed Emergency Actions Division $6.7 million annual budget. Duties included planning for out year requirements, programming funds within division accounts to meet current needs, and accounting for funds reserved, committed, obligated and disbursed.• Lead Project Officer for Joint DoD/Department of Energy accident response briefings for the Russian Government. Developed, obtained interagency approval and oversaw translation for a three day series of briefings for senior Russian military and scientific delegation in Moscow. Presented the initial introduction/overview briefing. Coordinated the complex protocol and logistics requirements for the U.S. delegation that included two general officers and senior DOE officials.• DoD representative to the Federal Radiological Preparedness Coordinating Committee (FRPCC) Training Subcommittee. Coordinated federal interagency training efforts regarding radiological emergency responses to include: reactor, transportation and weapon accidents, nuclear terrorism and non-U.S. accidents/incidents. Helped set broad training goals and objectives.• Lead Project Officer for the Nuclear Weapons Accident Symposium “DIFFERENT BRASS.” Conceived, planned, and conducted symposium for Presidentially appointed officials and senior military officers from the White House, DoD, Department of Energy, and several other federal agencies. More than 100 participants from a wide variety of organizations and functional areas.• Lead Project Officer for the “On-Scene Commander’s Guide to Site Restoration (DoD 5100.52XX-P) Developed procedures and organization for restoring sites contaminated as a result of nuclear weapons accidents. Achieved federal consensus on this approach.• Assisted in the planning, evaluation and/or observation of several service, national and international nuclear weapon accident exercises including Midget Digit, Busy Coyote, DIVER MIST, DIAGRAM JUMP and RADEX 94.

Established and maintained training and qualification schedules• Managed Wing Explosives Ordnance Disposal and Disaster Preparedness Programs. Developed and conducted nuclear, biological and chemical weapons defense training for base personnel.• While deployed to a remote forward location during Operation Desert Storm, established a multinational, operations and training program for USAF, U.S. Army and Turkish Air Force forces.
