By leveraging my expertise in market research, vendor selection, and contract management, I drive successful outcomes and facilitate mutually beneficial partnerships. My proactive approach, attention to detail, and dedication to excellence are key factors in achieving Kosovo acquisition objectives efficiently and effectively in the international arena.I provide expert guidance to develop, implement, and sustain acquisition processes aligned with the Kosovan Ministry of Defense (MoD) PPBE Development Strategy. My efforts enhance acquisition capabilities for the Kosovo MoD and Kosovo Security Forces (KSF) by advising on best practices for acquisition reform, including multi-year contracting, qualified vendor lists, and blanket purchase agreements. I advise my partners on how to streamline processes for the delegation of small contracts, support contract negotiations and evaluations, conduct independent cost estimates, and develop divestiture plans as part of lifecycle acquisition analysis. Additionally, I advise them on how to create policies, regulations, and guidelines for materiel capability solutions, improve management structures, establish a dedicated Research, Development, Testing & Experimentation (RDT&E) program, institutionalize processes for prioritizing and evaluating materiel requirements and solutions, and foster programs and policies to support the development of the Kosovo defense industry and local business capability.
