Plan future and current program budgets, POMs.• Extensive experience with the Defense Agencies Initiative (DAI) financial system; responsible for the creation of Military Interdepartmental Purchase Request (MIPR) and internal Purchase Requests (PR). • Monitor monthly financial reports from the performers and DAI to ensure that monthly expenditure rates are met.• Prepare program briefs and charts in Microsoft Power Point and Excel.• Compile and edit Broad Agency Announcements (BAAs) and Research Announcements (RAs).• Manage the solicitation and source selection process from proposal submission, to selection, to review meetings.• Review each proposal submitted to ensure that all proposal requirements are met and to deem them responsive or not.• Analyze cost proposals to ensure the funding is accurate and that the cost section includes all elements stipulated in the BAA.• Review supporting cost documentation that for new proposals, prior to the effort being sent to CMO for contracting to ensure that the following items are submitted (and accurate) by the Universities/companies; material and equipment quotes, travel documentation, quotes for all other ODCs, labor rate and salary documentation, subcontractor costs, any animal/human use protocal• Act as a liaison between the Program Manager, contracting officer, and legal office to ensure regulations are properly followed.• Track program milestones and reports with the contracting officer; draft all DARPA required documents for the Contracting Officer.
Financial Analyst
- Monitors fund balances and maintain records ensuring funds are managed within allowable constraints. - Analyzes accounting systems and uses analytical techniques to solve a variety of accounting problems. Extensive experience using the EBAS accounting system.- Responsible for the processing of funding documents to include; MIPRs, MIPR acceptances, MODs, RWAs, and IOSAs. Responsible for ensuring that each document is accurately inputted into the accounting systems. Responsible for sending all documents forward for commitment and or obligation. Review system for all invoice disbursements.- Responsible for reviewing system postings daily to ensure that the financial systems reconcile. Review commitments, obligations, accruals, and disbursements daily to ensure that all financial postings are accurately annotated. Monitors the status of execution against obligations, disbursements and targets. Determine whether commitments, obligations, and expenditures are within funding limitations in the approved budget.- Manage all reimbursable orders. Send RPW’s to numerous customers and process all acceptances for the reimbursable orders. - Assist with issues related to overdue accounts receivable balances and determining appropriate follow-on action for operations.- Responsible for reviewing un-liquidated obligations and reconcile contracts. Research problems or errors that require reconciling and reconstructing incomplete information. Performs day-to-day activities to clear all aged ULOS and NULOS.- Responsible for checking data and comparing reports to source documents, or authorizations against transactions to ensure their acceptability for further processing.- Communicates with customers regarding the need to submit funding packages with appropriate lead times to ensure that the agency meets quarterly execution targets. -Develop and update standard operating procedure manuals for the agency as needed.
