Devon Hill is a Senior Defense Analyst currently based in Seattle, WA. He has experience working across RAND’s FFRDCs with a particular interest in military personnel policy, defense acquisition, and talent management and diversity, equity, and inclusion issues. He is the lead author of a recently published review of promising DEI practices and contributed to report on strengthening DoD’s defense innovation ecosystem. He also led a review of Canada’s defense budgeting process. Devon is primarily a qualitative researcher with experience leading literature reviews, policy reviews, case studies, conducting interviews and focus groups, conducting case studies, and developing logic models. He is happy to continue learning new methods and is keen to never get stuck in his comfort zone.
