Dr. Donald A. Smith has more than 30 years of experience as an educator, researcher and consultant. His areas of expertise include program and project management, competency modeling, program evaluation, instructional design and development, organizational assessment, problem solving and thinking skills, experimental design, the analysis of quantitative and qualitative data, and management and leadership development. During the past 25 years he has worked closely with Government agencies and non-profit organizations to assess programmatic needs, develop effective interventions and evaluate programs. One of his principle areas of focus has been on the development of human capital plans and tools to help agencies in their human capital planning efforts. Over the course of his career he has steadily increased his level of organizational involvement, balancing technical work with increasing management responsibilities.
