Led or supported a number of independent review teams:SLS Green Run F/TMARR - Evaluated SLS core stage propulsion systems to identify risk areas prior to proceeding into Green Run. Reported out to Boeing Executives.ULA NGLS (Vulcan) TIR - Led team of technical reviewers in review of ULA plans for developing their Next Generation Launch System (Vulcan). Reported out to senior executive level Boeing management on program executability and risks in support of the ULA Board of Directors.Executability Risk Assessment team – member of a team of independent evaluators to review SLS program level plans, schedules, resources, budgets and technical approaches and report to executive leadership on program executability risk level.Interim Cryogenic Propulsion System IRT – member of independent review team to evaluate technical approach and identify issues, risks and opportunities for adapting a Delta IV upper stage to use on the manned, Space Launch System.SLS Critical Design Review Functional Review Team – Performed independent review of SLS propulsion system designs, analyses, test plans and operations. Identified risk areas requiring additional mitigation planning.Commercial Crew Phase 2 Safety Review IRT – Reviewed safety analyses of Commercial Crew propulsion systems with respect to hazard identification and classification.Also supported various programs in Space Exploration by providing technical guidance to responsible engineers and management in the areas of propulsion system and component design, testing and operations. Supported and advised at numerous TIMs and design reviews. Led technical evaluation teams for several major subcontractor proposals.

Lead for Delta Propulsion design, integration and mission assurance. Coordinate efforts of ULA and Boeing engineers in support of Delta production and launch support. Establish SOWs and budgets for Boeing propulsion and mechanical personnel supporting ULA on the Delta Program. Coordinate propulsion engineering resources for issue resolution within Boeing and ULA. Identify and quantify risks and develop mitigation plans. Provide technical guidance to less experienced engineers on Delta program. Prepare and present system status to customers and executive management at various mission readiness reviews.

Manage activities and provide technical guidance for 18 engineers in all aspects of propulsion design, mission assurance and production support for both Delta II and IV launch vehicles. Technical and programmatic oversight for four major liquid rocket engine and four large solid motor programs as well as over 100 propulsion system components. Developed proactive plans for critical production and launch risk mitigation and issue resolution. Extensive interface with Air Force, NASA and commercial customers.

Managed integration and technical oversight of all Delta propulsion engine and solid motor programs and propulsion system integration with the vehicle, factory and launch sites. Developed common processes across the Delta II, III and IV programs.

Responsible for managing and coordinating the activities of specialists from various organizations to provide propulsion and thermodynamics support for Delta III missions. Investigated and resolved RL10 engine flight failure. Led propulsion team in successful return-to-flight effort after the first two Delta III flight failures.

Orchestrated integration of the new RS-68 engine into the new Delta IV Booster and provided technical leadership for the development of the RS-68 engine. Developed and led teams comprising personnel from various IPTs and Rocketdyne in developing engine performance and physical and functional interface requirements. Identified and quantified development program technical, schedule and cost risks and implemented mitigation plans. Developed budgets and staffing plans. Prepared proposal documents resulting in successful EELV contract award. Developed program plans and schedules (ITAMP, IMS).

Total technical, cost and schedule responsibility for design, development, testing and implementation of the Delta III cryogenic upper stage propulsion system and Attitude Control System. Developed new, cryogenic upper stage from conception through CDR. Led a multi-disciplined team of design, analysis, manufacturing and quality engineers, as well as schedulers, buyers, suppliers and major subcontractors in successfully meeting very aggressive cost and schedule goals with significant technical challenges. Developed requirements, budgets, schedules and staffing plans. Conducted and oversaw trade studies on numerous design options. Tracked and reported on budget performance using Earned Value Management System. Overall technical responsibility for all Delta III propulsion systems, including liquid, pneumatic, cryogenic and solid propellant systems. Responsible for design integrity, technology development, personnel development and staffing.
