Established Civil Rights policies and guidelines for local governments utilizing federal funds to construct projects.Represented the Civil Rights Division on the Local Partnership Team to provide training to localities on established policies and procedures.Monitored the DBE certification activity at the Virginia Department of Minority Business enterprise to ensure compliance with federal regulations, rules, policies, and procedures,

Supervised the DBE certification of three (3) Analysts in the certification process, including desk audit of submitted document, on-site and project site visit, and denial hearing.Trained Analysts in the DBE certification evaluation process and in federal, state, regional, and local government regulations, rules, policies, and procedures.Evaluated financial documents to determine firm's eligibility for the DBE program.
