I individually managed the German FMS HARM acquisition of PSE for their 1,000 missile buy, the largest HARM FMS Case as I speak German. Worked closely with NWC/NAWC-Weapons China Lake who managed the HARM missile engineering technical design & requirements during missile upgrades which entailed PSE impact assessments. Built new infrastructure for the District. Established water availability tax for undeveloped parcels within the District. Applied for and received municipal grant moneys. Instituted computer-automated meter reading of all commercial and residential accounts. Upgraded water mains and account meters. Negotiated Joint Service Agreements for water. Provided water service to Channel Islands Harbor and Marina lessees and other commercial businesses .Provided Planned Development reviews to the Ventura County Building Department of planned developments in the District..
