Chairman (2007 & 2008) of the North American ISO Architecture Working Group which consists for architects from all of the North American ISO/RTOs who run the power grids.Brought service oriented architecture to CAISO. This included activities such as developing the overall architecture, selecting the products, developing the prototype, building the production environment and troubleshooting issues and defects.Worked directly with CAISO technical customers on a variety of subjects. This has taken the form of leading several 50+ person technical sessions, weekly technical calls, direct communication with the customer and client site visits.Created and applied an architecture governance program at CAISO such as a scoring methodology for projects, new product/technology evaluation process, developing a structure for road maps and a review process for the architecture program.Provided technical vision for the company as a whole.

Designed and developed the business process workflow engine for identification of California state tax non-filers. The Integrated Non-filer Compliance (INC) project was a $61M dollar, three year effort written with J2EE technologies using primarily EJBs on IBM WebSphere.Solely responsible for the workflow engine which tracked over 100,000 non-filer cases through the business process during the daily three hour processing timeframe. Each case had over twenty possible distinct states within the workflow. Optimized performance to enable complete processing of all cases in under two hours. Performance was tuned for linear scaling on Power PC blade chassis.

Responsible for the specification, design and development of the Talkway Supercommunity Service to provide easy navigation and access to Usenet online communities, using a user friendly interface with message voting, filtering and e-commerce opportunities.

Provided leadership in bringing object oriented methodologies into the software development lifecycle for my division including presenting to and mentoring management as well as technical staffDeveloped one of the first Internet banking systems using C++ and object oriented methodologies. Provided key contributions in delivery of the product through development and collaboration with quality assurance.Developed e-commerce application for all IBM Software sales. Developed the persistence architecture and framework for the application enabling it to be fully internationalized and completely configurable through the database interface layer. This application processed over a billion dollars in orders per year.To optimize performance and maintainability, Mr. Walker rewrote the IBM4FAX management software in C++ using object oriented methodologies resulting in a 30% decrease in time spent on operational support while maintaining a 99% customer satisfaction rating.
