Served as lobbyist for the nation’s premier wireless trade association; responsible for Democratic House offices, including Commerce and Judiciary Committees. Appointed lead lobbyist on tele-health, mobile education, and universal service issues and also lobbied extensively on cybersecurity, spectrum and tax issues. Designed and authored a variety of advocacy materials including Issue Briefs, the Federal Legislative Tracker, Wireless Quick Facts, and the Wireless in America State series. Served as Lecturer for the Wireless Communications Session at the National Association of Regulatory Utility Commissioners (NARUC) Institute for Public Utilities (IPU) Annual Regulatory Studies Program (2005-2009). Participated as panelist at industry events including the Broadband Tax Institute and the Congressional Wireless Caucus.

Drafted policy framework for wireless network neutrality discussions. Authored the “Mobile YOUniverse: Spectrum Basics and Beyond” pamphlet. Authored numerous issue briefs and prepared summaries of congressional hearings.

Prepared analyses for numerous regulatory filings before the Federal Communications Commission and the U.S. Copyright Office, including “A La Carte”, “Video Competition” and “Cable Compulsory License”. Authored numerous special reports and briefings for association members and staff. Wrote and edited speeches for senior executives. Analyzed changes in the competitive telecom landscape for association publications. Served as program manager for the NCTA National Show Wall Street Analyst Forum.
