I hold a Ph.D. in political science from The George Washington University and have worked in several space policy analysis related jobs over the past two decades, with brief stints working as an Air Force contractor as well as historian for the Congressional Budget Office. I have also served as a consultant to the Institute for Defense Analyses Science and Technology Policy Institute on issues such as the Russian space program and NASA's humans-to-Mars plans. I was an investigator for the Columbia Accident Investigation Board.I currently work for the National Research Council (part of the National Academies, of which the National Academy of Sciences is the most well-known) as a senior program officer. I work for the Aeronautics and Space Engineering Board although many of my projects are for the Space Studies Board (I started at SSB, but the two boards are intermeshed, with the same director and shared staff).I direct studies of various subjects for NASA, the FAA, and the US Air Force. These studies have been requested by NASA, congressionally mandated, or directed by the executive branch. Past studies have included the role and size of the astronaut office, NASA aeronautics flight research projects, and the risk of drones in the National Air Space. Current projects include a study of observations of potentially dangerous asteroids, assessing the NASA planetary science program, and Urban Air Mobility (aircraft in urban areas). I am also study director for the NASA Aeronautics Research and Technology Roundtable. My personal goal includes writing the definitive history of American satellite reconnaissance programs during the Cold War. I have written heavily on various space subjects for publications such as The Space Review, Spaceflight, the Washington Post, and several others.Specialties: Space policy analysis.
