As an AFPAK HAND I represented the Army as a Senior Level Cultural Advisor for the NATO training Division with an emphasis on developing gender programs within the Afghan National Police Force. I Served as one of many networked senior level liaisons and provided direct support to improve greater continuity, focus and persistent engagement on women’s advancement issues during the rebuilding of the Afghan National Police force. I routinely identified resources (funding, equipment, training and facilities) required to support program requirements developed by NATO partners for our Afghan constituents. I Coordinated and directed communications with Senior level Afghan officials both Government and Military. Developed operational relationships with NATO partners, State Department and other Government Agencies, Private Contractors, Foreign Embassies, and NGO’s to ensure progress towards achieving U.S. government and NATO strategic objectives in Afghanistan by leveraging communication, synchronizing training efforts, eliminating redundancies in logistics, maximizing financial initiatives and promoting physical and virtual networks that provide a methodology for our Afghan counterparts in creation of their gender specific training programs and positions in law enforcement. Served as the Contracting Officer Representative for eleven local national linguists and two Category 1 Linguists ensuring that all areas of linguist operations were in compliance with Army regulations, including the hiring, badging, security investigations, physicals, operational deployment, payroll, resignations and terminations per division requirements. Served as the Contracting Officer Representative for fifteen DynCorp International Contractors assigned to the division; advising and reporting on the distribution of work among positions and maximizing the appropriate staffing levels leveraging individual skill sets and expertise.

Executive Officer for the Virginia State University Reserve Officer Training Program. Served as the primary Actions Officer and second in command within the organization ensuring compliance with Department of Defense standards, U.S. Army Regulations and Virginia State University requirements. As an Assistant Professor of Military Science I mentored, trained, instructed and advised 150 students, university staff and two federal government employees. Supported agencies on program operations. Maintained and monitored multiple budgets on behalf of Department of Defense, federal government civilians and university students assuming full financial responsibility for all transactions within the organization as the certifying billing official utilizing multiple DOD funding applications and Virginia State University Financial Systems.Served as the primary Public Affairs Officer developing and maintaining critical official social media sites within Army and university standards. Served as the primary contact for all local news media; print and broadcast creating public announcements in order to maximize all facets of exchange communications between the public, Virginia University and DOD agencies further enhancing the program’s ability to recruit, train and produce quality candidates for Army officers. Served as the primary liaison for communicating with multiple external agencies both commercial and private enhancing public outreach, support, donations and recruiting for the program. Coordinated with the military alumni association on streamlining new methods to increase alumni enrollment, funding options and the integration of social networking into the alumni communications process. Created a model of integration for a Veterans Affairs position at the university which was subsequently adapted and resulted in the direct hiring of two new university staff members increasing the usage of military benefits by soldier students and eligible dependents in the region.

Fulfilled the duties of the Brigade engineer advising the Brigade Commander on planning and utilizing engineer assets related to the 2000 plus personnel brigade mission. Consulted subordinate battalions with personnel of up to 700 people each on streamlining the use of engineer assets that led to an enhanced more efficient utilization of engineer related equipment and personnel that increased overall engineering capabilities and readiness. As a secondary duty operated as the Brigade Public Affairs Officer, coordinating with both Department of Defense media agencies and local news media on events relating to the brigade such as; coordinating official announcements for units deploying and returning from deployment from Iraq, Afghanistan as well as the Haiti relief effort. Coordinated and prepared a multitude of press releases in both video and print format to both civilian and Department of Defense news agencies regarding Brigade news worthy events deployments, changes of command, and other significant events. Served as the primary liaison for preparing Brigade leaders (Senior Executives) and staff for contact with all media news agencies.

Fort Lee, Va./ Mosul, Iraq

Company Commander for a Logistical oriented company with 120 personnel providing Security and Logistical services in support of Combat Operations during Operation Iraqi Freedom 2008-10. Coordinated movement of personnel, equipment, and supplies in order to maintain logistical and operational readiness at twelve remote sites comprised of teams with up to 15 personnel throughout the country of Iraq each supporting up to approximately 3000 U.S. and foreign troops providing subject matter expertise and advising clients at each location on operations, planning and mission development in relation to field services directly related to improving soldier quality life. . Coordinated movement of personnel, equipment, and supplies in order to maintain logistical and operational readiness at each of the 12 sights. Synchronized all information at the Brigade and often through Corps levels due to the unique geographic displacement of the 12 service teams with complete responsibility for the readiness and accountability of all military property valued in excess of $10million dollarsWorked both laterally and vertically within the organizational hierarchy establishing relationships, streamlining processes, reducing friction points, while routinely meeting strategically critical deadlines in an operational environment.

Served as the Support operations officer responsible for advising the Brigade Commander on planning and utilizing engineer assets and their impact on logistical operations for current and future projects. Also served as the Assistant Brigade Engineer working as an advisor to the Brigade Commander and an advocate for the soldiers within the brigade in regards to housing and the quality of life provided by the construction of the housing for its constituents. Worked as a contributing member on a special panel which convened on several issues to resolve soldier complaints that had reached the congressional level, by working with civilian agencies, Department of Defense delegates and military authorities at both the Brigade and Post (General Officer) level recommendations were submitted that not only resolved the issues affecting soldiers but also significantly improved their quality of life.

Ft. Lewis, Wa. / Balad Iraq

Operations Officer / Program Manager forward deployed to Operation Iraqi Freedom and Fort Lewis, WA. Responsible for the synchronizing of Prime Power operations on 5 separate Forward Operating Bases with a direct impact on Soldier quality of life; responsible for ensuring mutual cooperation and understanding between commanders and staffs of different headquarters, forward operating bases, on the Power Plan for each of the five locations; ensured that current projects (maintenance of operating power plants) and future projects (building of new power plants) remained on time, on target, and on budget. Responsible for coordination on technical matters to achieve mutual purpose, support, and action to the overall strategic Power Plan for Iraq, developed and advised clients on the reduction of wasteful energy practices and how to make efficient use of existing infrastructure; responsible for exact and precise understanding of implied or inferred coordination measures between all levels to include Department of Defense personnel, civilian contractors, equipment manufacturing representatives, operational engineers, and site construction teams to achieve results; responsible for planning detachment operations, coordinating maintenance and supply operations while maintaining funding for existing and upcoming projects. Served as the overall Prime Power Contracting Officers Representative ensuring compliance in the areas of sourcing, funding, construction and operation of Army Prime Power electrical plants in Iraq. Responsibilities include planning detachment operations, coordinating maintenance, supply operations and monitoring the funding for existing and future projects in excess of $50 million.

Ft Lewis, Wa.

Platoon Leader for a 28 man combat engineer platoon with a worldwide contingency mission. Responsible for the training, and discipline of the platoon, as well as maintenance and utilization of 5 newly fielded STRYKER engineer vehicles and other heavy engineer equipment valued over $10,000,000 . Fulfilled the duties of the Task Force Engineer by advising the Task Force Commander Senior Executive in charge of 300 to 500 troops for planning and utilizing engineer assets to achieve the combat mission. Participated in three large scale training exercises throughout the United Sates in preparation for deployment which included coordination and logistical planning, personnel readiness, mission execution and redeployment.

Ft Bliss, Tx. (El Paso)

Performed as an Instructor at the Air Defense Artillery service school on the operation and maintenance of the Patriot Missile System, training more than three thousand soldiers on the operations, maintenance and preservation of Patriot Missile Systems. Trained and evaluated new instructors. Created, reviewed and revised lesson plans and examinations. Monitored student performance to ensure academic standards were maintained. Three time nominee for the Instructor of the Cycle by students, peers and superiors due to superior performance as an Instructor. Interfaced directly with customers and made appropriate scheduling determinations based upon equipment availability and student requirements. Coordinated with engineers and other technical personnel to perform critical training task analysis and validation of lesson plans. Performed relevant actions to prepare the data for input into lesson plans and prepares lesson plans for future lesson implementation. Scheduled inspections for equipment, devices and training curriculum to ensure training doctrine mandated requirements were met. Performed preventive maintenance checks and services to ensure the training readiness of over $50 Million valued equipment was maintained.

Kingdom Of Saudi Arabia

Responsible for the overall operation and readiness of the PATRIOT system command post for an actual Saudi Arabian contingency mission. Coordinated communication between the PATRIOT Engagement Control Station, The System Command Post, Theater level command authority, and other PATRIOT batteries in theater. Other roles assigned during the mission were Communications Security Administrator and overall Command Post operations instructor.

Responsible for the overall deployment, operation, and readiness of the PATRIOT missile system, coordinated logistical support and maintained all statistical and operational data for units systems maintenance programs. Conducted on the spot trouble shooting by use of fault isolation measures on subsystems and circuit cards.

V Corps Terrain Team, Heidelberg Germany

Responsible for constructing visualizations, geospatial analysis and spatial modeling products. Coordinated with human terrain and all-source analysts on map making and visualization techniques to enhance presentation of fused information and performed quality control assessments. Extensive use of Geographic Information Systems, for the purpose of digital mapping and cataloging, digitizing and modeling of the battlefield environment to create realistic operational products for use in actual intelligence preparation of the battlefield analysis. Manipulated data and transformed results to produce operational information and customized mission oriented products to the customer’s desired specifications. Compiled unique methodologies, conceptual frameworks, social network analysis and geographic information to provide assessments and solid recommendations to senior executives and political decision makers. Produced timely high grade transcripts, visual aids and topographic products for a number of real world contingencies to include Bosnia Herzegovina, Africa and the Middle East. Conducted terrain analysis based on the extraction of geographic data from remotely sensed imagery and existing topographic products. This method allowed the preparation and collection of intelligence involving the operational area; extending the use of geographic information systems, ARC/INFO and Computer Aided Design (CAD) to conduct accurate battlefield / operational assessments.
