Met with owners/operator of underground storage tanks and inspected their method of loss prevention in place on protection of the state's water. Or lack thereof. In the latter case, we instructed the owner/operator how to get compliant and to prevent future violations. A noticeable change for the better was evident from the June 2010 start of the program up until funding ended 4 years later. Owner/operators became on the whole better stewards of Texas' water resource. It is said that water will have a higher priority than energy and we may be getting there already.
