Associate Counsel for Contracts at DCMA, the agency administering the bulk of DoD's contracts -- over 350,000 contracts, valued at more than $5 trillion, at 19,000 contractor locations worldwide. DCMA makes sure DoD, other federal agencies, and partner nation customers get the equipment they need, delivered on time, at projected cost, and meeting all performance requirements.As Associate Counsel for Contracts at DCMA Headquarters, I implement the agency’s policies on contract administration and indirect cost control. I review and advise on significant agency contract decisions regarding compliance with contractor business systems rules, the Federal cost principles, cost accounting standards (CAS), and quality assurance requirements.I’m currently DCMA’s legal representative to the DAR Council, the entity that promulgates DoD’s procurement rules and regulations.

Associate Counsel for Contract Litigation at DLA Aviation. DLA Aviation manages the United States military’s aviation supply chain, consisting of over 1.2 million parts, with $4.4 billion in purchases annually from over 4,200 different contractors. I handled all litigation related to contracts, primarily practicing before the Armed Services Contract Board of Appeals and assisting the Department of Justice with acquisition litigation at the Court of Federal Claims and Court of Appeals for the Federal Circuit.Experience practicing before numerous Federal courts, including the United States Supreme Court, Fourth, Fifth, Sixth, Eighth, and Federal Circuit Courts of Appeals, the Court of Federal Claims, and several Federal district and state courts. Also appear before Federal regulatory and adjudicatory panels such as the Armed Services Board of Contract Appeals, Government Accounting Office, Small Business Administration, and Consumer Product Safety Commission.Some reported decisions:

Practiced in the Government Contracts and Litigation groups at Crowell & Moring, a large (250+ attorney) international law firm. Engaged in all aspects of client counseling, compliance review, and litigation, including discovery (e.g. taking depositions, managing document productions, preparing expert witnesses) and motions practice.

Managed and prepared the budgets for the $500 billion in trust funds financing the benefits programs (retirement, health benefits, and life insurance) for Federal employees.
