Ed directed the regional response to homelessness across federal agencies. As regional lead on homelessness for the U.S. Department of Housing and Urban Development, he represented the U.S. Interagency Council on Homelessness throughout the Region IX states of California, Arizona, Nevada and Hawaii. As a result of Ed's work, dozens of long-term, jurisdictionally-led efforts end homelessness were launched in most cities and counties in the region, resulting in increased political and community will to end homelessness and the rapid dissemination of best practices. Ed has spoken extensively at conferences, public events, and in local and state government hearings. He advised the California Assembly’s Select Committee on Homelessness and represented HUD on California’s Interagency Council on Veterans. Furthermore, and for over 6 months in 2009 and 2010, Ed served as acting Supervisory Operations Officer for HUD Region IX.

Regional Coordinator, Southwest Border, Colonia, And Migrant Farmworker Initiative

Ed led HUD’s southwest border initiative in Region IX. He provided outreach, education and technical assistance to provider organizations serving rural migrant and low-income communities. Ed organized and led the implementation of HUD’s statewide conference, managed a team researching employer-assisted housing, served on the region’s federal interagency committee focused on housing issues, and represented HUD in the state’s housing and community development task force. As a result of Ed’s work, over $1.2 million in grants were awarded to stakeholders and HUD experienced an increase in the number of applicants and the level of competitiveness of submittals from these areas.

There, he created, staffed, and managed a volunteer triage system that provided disaster relief and outreach services to hundreds. Ed led the effort to use this system as a means to gain further public support to further the organization’s efforts on the Island. He also was selected to serve on a team that organized homecare workers in Los Angeles, resulting in one of the largest successful union organizing campaigns in history.
