• Principal advisor to the Secretary on all matters relating to public affairs and the Department ‘s mandate at home and abroad to prevent terrorist attacks, reduce our vulnerability to such attacks, and minimize the damage from potential attacks and natural disasters (requiring extensive domestic and foreign travel)• He was designated by Executive Order as the senior Administration official responsible for coordinating all crisis communications efforts across the Federal Government during a manmade or natural disaster or other emergency (i.e. terrorist attacks and threats, hurricanes, tornados, and floods, inaugurations, national political conventions)• Coordinated and directed the public affairs activities of the Department’s components and offices (Customs and Border Patrol, Immigration Customs Enforcement, Transportation Security Administration, Federal Emergency Management Administration, US Citizens Immigration Services, US Coast Guard, and the Secret Service)• Oversaw and managed the Department’s press office, incident and strategic communications, speechwriting, web presence and site content, employee communications, and the Department’s public awareness and preparedness Ready campaign• Established the first internet “blog” by a USG cabinet official and first utilize the internet/social media as an integral part of the Administration’s communications plan for a national disaster

Assistant Secretary of State for Legislative and Intergovernmental Affairs (1986-1989) working for then Secretary George Shultz. In addition to serving as the principal advisor and assistant to the Secretary, was responsible for designing and implementing strategies to secure Congressional support for the Department’s policies and programs, nominations and treaty ratifications.

Served in the Reagan White House as Special Assistant to the President for Legislative Affairs (1985-1986). Oversaw all relations between the White House and the House of Representatives and served as the point person for the Committees on Foreign Affairs, Armed Services, and Judiciary.
