DoD Program Analyst

As principle TPMSS Contract Manager for IPT Associates in its Washington DC region, responsible for program execution, budget management, and continued contractual customer support across the IPTA Department of Veterans Affairs portfolio. Tasked to provide comprehensive risk analysis, execution performance and concise status briefs to Government sponsors, external stakeholders, and corporate executive partners. Develop program mission objectives, strategies, and process directives.• Monitor, analyze, and coordinate project costs, labor utilization, and deliverables schedule both internally to business operations and to each contracting customer.• Coordinate, draft, and present executive briefings including tracked contract metrics, operational costs, revenue projections, and forecasted development.• Direct supervisory and managerial responsibility for all VA Project Managers and contract support personnel across concurrent task orders and program support.• Manage, negotiate, and mitigate sub-contractor coordination and execution.• Established effective candidate selection, tracking and employment strategies across regional IPT contracts.

Senior Project Manager assigned to support the VBA Office of Transition, Employment and Economic Impact (TEEI). Evaluate relevant statistics and critical factors to recommend objectives and operations for new and existing programs to improve Veteran economic mobility. Synthesize industry and agency data analysis conclusions to create correspondence and key messaging materials for internal and external public-private audiences associated with Veteran employment activities, programs, and initiatives. Develop strategies and processes to measure, monitor, assess, evaluate, and manage critical deadlines and mission impacts.• Conduct regression analysis on economic variables including unemployment and homelessness data to determine highly vulnerable locations, low performing locations, and high performing locations.• Develop mission objectives and strategies in negotiation of national policy initiatives enhancing the Veterans Employment Center™ (VEC) with inter-agency and administration senior leaders.• Provide oversight of the implementation, adoption, and amplification of VEC™ resources.• Monitor VEC™ IT operations and evaluate system performance advising TEEI senior leadership of local and national impacts to policy implementation.• Develop VEC™ system upgrades and critical functionality leveraging industry best practices and synthesized user requirements to enhance Veteran economic opportunities, skills, education, and providing a connection to comprehensive career resources for both job seekers and employers.• Prepare and deliver oral presentations detailing the implementation of VEC™ resources for the purpose of enhancing employment opportunities to VBA departmental leadership, contract personnel, inter-agency executives, and public/private employers.• Represent VA-TEEI on industry panel discussions and inter-agency workgroups.• Draft Congressional response briefs related to Veteran employment, economic impact, and VEC™ policy initiatives.

Serve as the IPTA Task Lead & Project Manager for the VBA Office of Business Process Integration (OBPI). Duties included project operations management, task prioritization and direction of 23 IPT Associates personnel across concurrent projects spanning three geographic locations: Washington, DC; St. Petersburg, FL; and Austin, TX. Managed all Veteran benefits system policy implementation analysis to OBPI leadership and BRD team supervisors holding final submittal authority for all IPT TPMSS contract deliverables.• Managed relationships amongst collaborative partners, client personnel and contractors, including Program Managers, Business Analysts, VA Director-Level sponsors and stakeholders.• Authored Weekly and Monthly Status briefings and reporting to Task Order COR detailing labor utilization, personnel activity, accomplishments, issues, risks, and the mitigation there of.
