Moldova

Chief Engineer of the implementing Agency MCA-Moldova for a US$ 100 Million rehabilitation and development project of 10 Irrigation Schemes along the Nistru (Dniester) and Prut Rivers, encompassing a total of about 15,000 ha of irrigation infrastructure and about 5,000 ha of drainage. The systems include 17 River Intake Structures, 37 Pumping Stations, 7 Reservoirs, 530 km of Pipe Networks. Joined the project at a critical time when the initiative could possibly be cancelled due to high cost estimates by the planning engineering firm showing a poor rate of economic return. Working together with MCC engineers, local counterparts and the Design team, largely redesigning with new concepts and system layouts, modern designs and irrigation technologies, we managed to lower costs while delivering systems that made better sense to end users, longer economic life and lower operating costs. The end result is the implementation of the systems with tight control on Contractors and overseeing the work of the supervision Engineering firm while doing the right thing for end users, Water User Associations, donors and client. Project completion within the fixed budget and fixed 5-year Program, on 1 September 2015.General responsibilities included Project Review and Evaluation, Design Management, assistance to Procurement, Bid Evaluation Panels and Construction Supervision.
