 Responsible for meeting with Federal, state, tribal, and local officials to promote the virtues of mitigationthrough the National Flood Insurance Program (NFIP). Responsible for reviewing floodplain management programs as they are implemented by state, local, and tribalgovernments to reduce risk to life, property., and natural resources. Providing recommendations on how to improve these programs through proposed changes to ordinances,planning objectives, permitting process changes, and code enforcement. Providing direct technical assistance, guidance and support to State, local and Tribal governments in theirimplementation of the National Flood Insurance Program (NFIP). Conducting briefings such as survey of flood disaster areas, to promote the National Flood Insurance Programand other related programs.

I support the operating fleet in maintaining and implementing the Emergency Plan, procedures and training materials. I also support sites in development and implementation of EP training activities, including conduct of Drills and Exercises.

I am responsible for managing training course content across multiple platforms as well as associated Training Support Packages (TSPs). I apply the use of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process and the Training Requirements Analysis System (TRAS) as prescribed by Training and Doctrine Command (TRADOC) for curriculum development and maintenance; I develop experiential learning activities (practical Exercises) as part of course design to afford students opportunities to apply knowledge and facilitate learning. I iInstruct and/or facilitate instruction as required. My additional responsibilities include sustaining currency regarding doctrine, law, policy, as they apply to Emergency Management, Public Safety and Protection. I also provide editorial, creative, and technical support to team members; Writing, editing and proofreading content.

Provide Emergency Management and Disaster Response/Recovery subject matter expertise to a variety of customers based on needs and requirements. Serves as liaison between the Tribal Community Development (TCD) department and the STOF Public Safety and Emergency Management (EM) units. Develops, manages and administers Tribal Community preparedness plans for emergency/disaster prevention, preparedness, response, mitigation, and recovery. Manages and maintains Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Plan (COOP). Coordinates with all Tribal departments to develop, manage, and maintain STOF Disaster Recovery Plan. Maintains the PW Department Disaster Debris Management Plan to provide coordination of efforts in the clean-up, removal and disposal of debris, and the restoration of services (utilities, transportation access and water pressure and supply) after major emergencies/disasters.

Provides technical and advisory assistance to governmental departments, boards and agencies and private agencies in development and preparation of disaster preparedness, continuity and recovery planning. Directs and conducts studies, research and analysis of hazard vulnerabilities and impacts in such areas as potential loss of life, property damages, continuity of government and disaster recovery. Manages the County Emergency Operations Center readiness. Manages recovery efforts including coordination with Federal and State agencies, as well local stakeholders.

Advise and assist the Division Director on all operational and technical matters related to the disaster recovery and hazard mitigation programs. Support BEMD and County Administration in the coordination, management, review, and implementation of public safety and homeland security programs in Broward County including public safety communications. Define goals and objectives; develop and recommend policies and operating procedures for the implementation of public safety programs and homeland security activities in Broward County. Assist municipal governments in formulating emergency management plans and reviews for concurrence with the County’s Comprehensive Emergency Management Plan. Provide inter-governmental coordination and support for Broward County government to all public safety agencies for all projects and programs dealing with the delivery of emergency services within Broward County.

Facilitate school-based emergency management and business continuity programming in this large public sector environment consisting of over 200,000 students, staff and faculty at facilities and campuses spread across a diverse metropolitan area. Collaborate with school administration in promoting the use of the Incident Command System (ICS) and applying emergency management standards to emerging situations.Provide subject matter expertise and technical knowledge towards the mitigation of risk and prevention of loss for all types of events, crises and/or disasters regardless of size and complexity. Work with core business units in establishing an enterprise business continuity and disaster recovery framework.

State-wide Recovery direction for TS Debby and Hurricane Isaac. Served as the ICS capacity of State Chief of Operations in the Joint Field Office for those disasters.

In addition to customer support of Recovery from emergency events and disasters, I am responsible for team management, business development and support of other management teams and projects.

Assist local, state, and federal government agencies in meeting their response goals following an emergency. Helping them to develop strategies and plans for response to emergencies and disasters by employing disaster guidance and requirements.

Responsible for the advise and consultation on response and recovery issues with company clients throughout the US. I help develope response or recovery teams and packages for clients who contract our services as a result of sever weather impact, naturala or manmade disasters, etc. I continue to serve in the capacity of Public Assistance Coordinator for this Emergency Management and Recovery industry leader. My job is to lead in the development and implementation of a highly skilled PA team to support or assist clients throughout 50 of the 55 states and US territoties. I have functioned as the technical lead and program developer for the PA Technical Proposals submitted by IEM to provide services in the PA arena to governmental agencies. Our most recent significant deployments include the 2008 Severe Summer Storms and Flooding in the Midwest and the 2009 Sever Winter Storms in the Midwest.

Area of Responsibility (AOR) of Martin, Okeechobee, St. Lucie counties and state-wide Agencies. Advised applicant on federal guidelines, regulators and protocol. Served as the primary point of customer contact and contractor manager for the contract. Assisted applicants in identifying and addressing all other programmatic issues relating to recovery efforts and the PA process, including state-specific information and documentation requirements.

Completed Project Worksheets for Public Assistance resulting from FEMA declarations. Assisted applicants (public agencies and eligible non-profit organizations) in the documentation of disaster damage to roads, buildings and equipment, public utility systems, water control facilities, and parks. Prepared damage recovery cost estimates for Categories A thru G, small, large, alternate, and improved projects. Prepared project work packages to be used to approve and obligate public assistance funds. Conducted large and small project final inspections by reviewing large project close out documentation packages.

Worked as a FEMA Specialist for customers and with FEMA and State personnel to inspect and complete project worksheets for damage sustained by Hurricane's Frances, Jeanne, and Wilma during the 2004 and 2005 Hurricane Seasons.Served as such as FEMA Specialist for the Martin County School District and with individual schools to document damages for FEMA and insurance company. Documented all damages for auditing purposes performed by FEMA and the Office of the Inspector General (OIG) and assisted FEMA personnel in the process. Reconciled invoices, purchase orders, and General Ledger entries to audit expenses for repairs to facilities and replacement of all lost items while assisting the State Risk Management office.
