Oversee budgeting, accounting, procurement, facilities, IT, and human resources for America’s Promise Alliance.

- Supervised a four-member team of professional staff responsible for day-to-day oversight of the planning, programming, and execution of $1.7 billion in foreign assistance for programs in Mexico, Central America, South America, and the Caribbean.- Developed budget levels and made programmatic recommendations that supported U.S. foreign policy, development, and security objectives in the Western Hemisphere in a constrained resource environment, including adjudicating resource issues across State and USAID.- Provided technical advice on annual appropriations, including accounts, authorities, restrictions, and Congressional views.- Led efforts to address priority needs in the hemisphere, including the Obama Administration’s whole-of-government “U.S. Strategy for Engagement in Central America,” and the Department and USAID’s response to the outflow of migrants from Venezuela.

Serve as a top member of the management team and primary advisor to the CFO of a 600+ member office within GSA; manage critical operational programs and policies and provide guidance to the OCFO on issues including staffing, workforce planning, training, IT investments, audits, performance management, strategic planning, and the budget. Supervise a four person team responsible for day-to-day administration, operations, planning, and process improvements; set goals and priorities for the team, delegate tasks/projects, monitor performance, and coach staff.

Direct the development and management of administrative (i.e., human resources, information technology, contracts/grants, facilities, and security) and financial programs, policies, and services that support MCC operations, including spearheading the development of MCC’s overseas security program and overseeing MCC’s planned relocation.

Advise the Director and other State and USAID senior leadership on formulation and execution of the $30+ billion Department of State and USAID foreign assistance budget; manage the roll-out of the annual foreign assistance budget to the Congress; analyze the impact of continuing resolutions and the annual appropriations bill.

Analyzed, evaluated, developed options, and provided recommendations for U.S. economic and development assistance to the Middle East; reviewed, analyzed, and interpreted legislation, appropriations language and Congressional guidelines related to State, Foreign Operations, and Related Programs.

Coordinated and reviewed budget; prepared and presented recommendations on foreign assistance strategies and resource requirements; evaluated State and USAID Middle East assistance programs.
