Primary practice focused on laws, regulations, and public policy related to electric power generation, transmission, and distribution, and related environmental, tax, federal land and water use, and natural resource protection matters. Represented various California and Pacific Northwest municipal power utilities, including the nation’s largest hydropower producers, utility alliances, and independent power producers before Congress and federal agencies and provided assistance in specific federal rulemaking proceedings, judicial reviews of administrative actions, and in general litigation involving federal law disputes. Public Policy - During Congressional consideration of 1992 Energy Policy Act, initiated and managed an electric utility industry-wide effort to establish a national Regional Transmission Group (RTG) policy as an alternative to FERC-mandated transmission service. Final policy was formally adopted verbatim by FERC. Lead lobbyist and legislative draftsman for effort by national coalition of private solid waste management companies and public waste management agencies to overturn the U.S. Supreme Court's decisions in Carbone and in Oregon Waste Systems impacting intrastate and interstate transport/ flow control of solid waste. Legislation passed by the House but failed by one vote on the Senate floor.
