• Twenty+ years experience in DoD, NASA, and commercial satellite systems performing proposal development, cost estimating and analysis, cost engineering/modeling, process improvement, program business/cost management, earned value management, operations research, and systems/concurrent engineering• Proposal cost lead/manager to develop life cycle cost estimates (LCCE) and cost volumes for highly complex large scale Announcement of Opportunity (AO) competed proposals/flight projects with multi-organizational/functional teams. Excellent management, coordination, and interpersonal skills. Proven problem solver and work well in an Integrated Product Team (IPT) environment• Lead proposal cost engineer to conduct trade studies requiring thorough understanding of technical baseline, programmatic, life cycle cost/performance analysis, cost realism, program budget/funding profile analysis, and cost risk analysis. Led and managed the NASA Instrument Cost Model (NICM), cost analysis data requirements (CADRe) documents and numerous Cost Engineering Models (CEM) for proposal, concurrent engineering, and design-to-cost tasks• Engage in DoD and NASA joint Government/Industry working groups, systems engineering, and cost estimating professional societies. Co-chair of several joint Government/Industry workshops. Volunteer for the Southern California Chapter of International Cost Estimating and Analysis Association (ICEAA)
