I am responsible for 347 personnel providing world-class engineering support and real property maintenance of 793 facilities including 224 national historic sites, 150 ICBM launch facilities, 15 missile alert facilities, and associated support utilities. These services also include Engineering, Construction, Operations, Installation Management, Environmental compliance through education and training, housing services, Fire, Explosive Ordnance Disposal, and Emergency Management.

Ramstein Ab, Germany

Engineering Flight Chief for the 86th Civil Engineer Squadron, 86th Airlift Wing, Ramstein Air Base, Germany. The 100+ person flight provides project programming, engineering design and construction management for the $7.3 billion in facilities that comprises Ramstein Air Base and its geographically separated units, for the 45,000+ person Kaiserslautern Military Community (KMC).

As the Director of the Facility Management Division (FMD) for the Public Works Department (PWD) North Potomac, I was the primary advisor to the Public Works Officer (PWO) relating Facilities Management support to clients, and provided the oversight for development of long term facilities requirements plans, site planning, project development of special projects, military construction, demolition, space utilization and base maintenance programs.

I was responsible for directing Architect-Engineer (A-E) contractors which were responsible for special studies; design of projects through concept development; preparation of both final design-bid-build and design-build construction bid documents; and construction support. I have directed the preparation of scopes, served on A-E selection boards, prepared and negotiated Government estimates of A-E fees for the various phases of work assisted in the negotiation of the A-E contracts and evaluated A-E performances.

I assisted in the development of VDOT’s statewide Public-Private Partnership (PPP) program. The I-495 Virginia HOT Lanes Project includes two new lanes in each direction from the Springfield Interchange to just north of the Dulles Toll Road and the replacement of more than $260 million in aging infrastructure. This includes replacing more than 50 bridges, overpasses, and major interchanges.

I served as the Chief of the Traffic Department for the Florida’s Turnpike Enterprise under PBS&J's General Engineering Contract (GEC). I was responsible for developing and maintaining Traffic standards for over 460 miles of tolled roadway.
