Acting Deputy Program Manager - Biological Threat Reduction ProgramValued at $65M per year and over $700M through the budget cycle. Executed weapons of mass destruction non-proliferation projects in six CIS countries. Major tasks included acquisition strategy development; contract development, management and oversight; inter-agency coordination within the United States government and with foreign governments at the ministerial level; budget development and fiscal management; and associated administrative actions. Managed a government team of four military (O-3 to O-5), three civil service employees, 28 support contractors, and over 70 prime contracting staff in the execution of program efforts. Project Manager - Responsible for management, evaluation, and implementation of Threat Reduction projects in the Republic of Georgia. Tasks included the budgeting, contract management, and execution of a $200 Million capacity building program that included weapons elimination, security and safety enhancements, scientific partnerships, and construction of a disease surveillance system for detecting bioterrorism agents in both humans and animals populations. Successfully led a team of over 50 contractors in the design, development, and initial proof of concept. Routinely interfaced with the Minister of Health, Agriculture, Defense, and Economy, or their delegates, to successfully develop a concept of operations for Georgia's new Threat Agent Detection and Response system. Deputy Project Manager - High-profile pathogen destruction operation at former biological testing facility in Uzbekistan’s Aral Sea. Assisted in the development of an integrating contract for the destruction of weaponized pathogens. Deployed to remote and austere location, Vozrozhdeniye Island, with over 100 personnel (USG, Contractors, and local laborers) to safely destroy over 200 metric tons of buried anthrax.
