At the U.S. Agency for Global Media, Ms. Shiu oversees an international research program spanning 90 countries. She leads the effort to modernize the agency's research operation, which includes centralizing data management, implementing survey controls, and revising the agency's media questionnaire to reflect the way audiences consume news content today. She has extensive experience building research teams, setting up internal management processes, and communicating between stakeholders to ensure effective research implementation. She has traveled to multiple countries to oversee and train international research teams. As a federal employee, she has experience creating statements of work that protect the interests of the government while also utilizing the best research methods available. She has awarded over $25 million in government research contracts. She routinely briefs agency leadership and Congressional staffers on international media research. Ms. Shiu also spent close to a decade at the U.S. Department of State, where she established a new team focussed on improving monitoring and evaluation of diplomatic activities. In 2009 she earned a Robert Bosch Foundation Transatlantic Leaders Fellowship.
