About Francisco Simões

Associate Researcher at and Full Member of the Centre for Social Research and Intervention (CIS).Co-coordinator of the research group Community, Education, and Development (CED), between 2017 and 2021.Chair of COST Action 18213 – Rural NEET Youth Network, funded by the European Commission, through the COST Association (2019-2023).Principal Investigator of the project Tr@ck-IN - Public employment services tracking effectiveness in supporting rural NEETs, funded by the Youth Employment Fund (EEA & Norway Grants) (2021-2024). My work focuses on a psychosocial analysis of the school-to-work transition, namely social inclusion, well-being, and access to education and decent jobs for vulnerable young people such as those Not in Employment, nor in Education or Training (NEET). I also dedicate my work to scientific advice for public policies in these areas, at regional, national and European levels.  I have experience in coordinating scientific teams to implement projects in public institutions, in PortugalBetween 2004 and 2015 I also collaborated with several organizations and projects (Caritas da Ilha Terceira, Câmara Municipal de Angra do Heroísmo; ISCTE-IUL team responsible for supervising schools included in the Priority Territories for Educational Interventions - TEIP program) in the role of external advisor.

    Our project is submitted under support Area 3 - Analysis and Research, based on interdependent management, engagement & dissemination, and scientific work packages to fulfill three contributions. Our aim is to broaden knowledge of the effects of employment initiatives targeting rural NEETs, by creating a cross-country model of how policies influence PES tracking deliverance. Another goal is to enlarge the capacity of evaluating effects of employment initiatives for NEETs in rural areas, by validating impact assessment protocols for the most replicable programs of on-the-ground PES tracking support types, considering overall and specific groups of NEETs. A further target is to increase transnational use of impact studies among policymakers and researchers, by supporting their participation in developing/incorporating evidence-based impact methods for PES tracking evaluation.We address the Fund call vision by focusing on rural NEETs. These youths are ignored by research, hard to engage with, and challenged by multiple structural risk factors. We will concentrate on their vulnerabilities in the short-term by establishing a baseline for PES support types’ effectiveness in their employability indicators and, in the long-run, by setting an evaluation framework for effective PES tracking development. The consortium will rely on a sound multidisciplinary, theoretical and methodological approach, by concentrating on Baltic, South and Southeastern States with disparate rural NEETs’ proportions and different degrees of PES digitalization, adding meaningful variability to comparative analyses.

    The aim of this COST action is to share knowledge, ideas and best-practices that can be integrated according to an existing meta-model of social reality cutting across multiple scientific disciplines: the bioecological model. The main assumption of the bioecological model is that protective and risks associated to personal development arise from permanent interactions occurring at four ecological layers: the microsystem, corresponding to individual characteristics; the exosystem, which conveys all informal interactions (e.g. with parents and friends); the mesosystem, covering the interactions with organizations providing formal support to individuals; and the macrosystem, dealing with dominant cultural values in a given space/time. Using this model as a framework will clarify how rural NEETs’ profile and developmental trajectories (microsystem), informal support (exosystem) and formal support (mesosystem) contribute to (or prevent) social exclusion, in the present socio-historical context (macro-system). To address its main challenge, as well as the related research and practical limitations, this COST action entails a 4-year work plan bringing youths, researchers from diverse scientific domains, local/regional/national NGOs, public service representatives, senior advisors from international bodies, youth advocacy organizations and decision-makers into the Rural NEET Youth Network (RNYN) around three operative Specific Goals (SG):(SG1) to build up future research capacity around the topic, especially in Eastern and Southern countries most affected by higher proportions of rural NEETs;(SG2) to establish an online observatory of rural NEETs that will serve as a synthesizer and clearing house for research data, methodological tools and best-practices concerning rural NEETs;(SG3) to foster knowledge use by policy makers and practitioners at local, regional, national and/or international levels.
