Amateur Radio on the International Space Station, Inc. (ARISS-USA) is a 501 (c) (3) science education non-profit organization. ARISS inspires, engages, and educates youth in STEM/STEAM by giving them an opportunity to talk directly with an astronaut orbiting the Earth on the ISS via amateur (ham) radio. During their radio contact, the students ask questions about life in space, space career options or other space-related topics. Students can fully participate in the ARISS contact by helping set up an amateur radio ground station at the school and then using that station to talk directly with the on-board crew member for approximately ten minutes, the time of an ISS overhead pass. Prior to the contact, the students spend 4-6 months on STEM/STEAM space and radio science curriculum topics. ARISS conducts about 60-80 school contacts per year with students in the US and around the world. Our team is almost exclusively comprised of volunteers with expertise in youth education, spaceflight hardware development and spaceflight operations.

Provides leadership, advice, guidance and technical expertise to customers in Aerospace Engineering matters, particularly in the following areas: Systems Engineering; Guidance, Navigation & Control; spaceborne Global Positioning Systems (GPS) and Global Navigation Satellite Systems (GNSS); distributed space vehicle formation flying technology; and small, low-cost spacecraft development. Primary expertise encompasses Human Spaceflight, Robotic scientific and commercial space systems and launch vehicles.Significant Accomplishments / Strengths Demonstrated:• NASA Commercial Crew Program Standing Review Board member, providing expert opinion, advice and guidance to NASA on the commercial crew program and its commercial providers: Boeing and SpaceX (through Cornell Technical Services, LLC) • GN&C Technical Discipline Expert supporting the NASA Engineering & Safety Center, providing expert opinion, advice and guidance on GN&C and other related areas of interest to NASA (through Analytical Mechanics Associates, Inc subcontract)• GPS and GNSS subject matter expert supporting NASA HQ’s Space Communication and Navigation (SCaN) division and mentor to junior navigation engineers at the NASA Goddard Space Flight Center. Support NASA and the State Department as a member of its delegations to international United Nations sponsored initiatives, such as the International Committee on GNSS (through SGT—Stinger Ghaffarian Technologies subcontract)

Provided leadership and guidance on all aspects of the company’s performance, including operations, business development, customer relationship management, technical services, and product development and research. Served NASA as the Exploration Chief Engineer, providing engineering leadership to NASA’s initiative to develop and operate a sustained human space exploration presence beyond low Earth Orbit--enabling missions to Near Earth Asteroids, the Moon, Mars and beyond. Significant Accomplishments / Strengths Demonstrated:•Lead of Exploration Systems Cross-Program Systems Integration team, a multi-center systems engineering team focused on integrating the 3 human exploration programs—the heavy lift Space Launch System, the multi-purpose crew vehicle (Orion) and 21st Century Ground Systems•Co-lead of the Human Exploration Framework Team, a 2010 agency architecture study that defined the methods, space systems and partnership opportunities needed for humans to efficiently, safely and affordably explore beyond low Earth orbit•Co-developed a model approach for government insight/oversight of commercial crew systems•Provided expertise in the development of crew safety (Loss of Crew) “yardsticks” for future human spaceflight activities; provided engineering expertise in the development of Human Certification standards •NASA leadership support to 2009 appointed Presidential Committee on Humans Space Flight Plans (Augustine Committee); provided guidance and support on recommendations to extend the operations of the International Space Station beyond 2015 and the cost and technical ramifications of various exploration options, including the recommended flexible path option to asteroids and beyond

Represented NASA HQ as part of a US Government team working Global Navigation Satellite System (GNSS) Strategy and Policy. •Interagency transition team member that implemented the President’s 2004 National Space-Based Positioning, Navigation and Timing (PNT) policy; set up National PNT Coordination Office •NASA’s representative on State Department US delegations to Europe and Russia to negotiate joint GNSS interoperability strategies; US delegation team member sent to Geneva to protect US interests in radio navigation frequencies.

Roles include: Chief Engineer, Mission Engineering and Systems Analysis Division; GN&C Discipline Expert, NASA Engineering and Safety Center (Agency); Chief, Guidance, Navigation and Control Division; Head, Guidance, Navigation and Control Branch; Controls Analyst•Served as the Chief of the Guidance, Navigation and Control (GN&C) Division at Goddard’s Greenbelt and Wallops Flight Facilities. This 300 person Division had responsibilities of over $6 Billion of on-orbit assets. Supported entire spectrum of space vehicles from micro and nano satellites to large vehicle platforms such as the Hubble Space Telescope, TDRSS and the International Space Station. Division responsibilities included the design, development, qualification and operations of advanced GN&C systems for space systems, experiments, sub-orbital and launch vehicles. Technical disciplines included orbit/trajectory analysis, attitude design analysis, GN&C components and hardware systems, propulsion, GN&C systems, and vehicle systems engineering•Researcher and international consultant in Spaceborne Global Positioning System receiver technology, distributed space systems technology (spacecraft formation flying) and very precise pointing systems (e.g. Hubble Space Telescope, weather satellite instruments, shuttle pointing systems)•Principal Investigator on four spaceflight GPS and spacecraft formation flying experiments including an investigation in using GPS above the GPS constellation and formation flying between EO-1 and Landsat-7. •Served as a national resource for satellite systems recovery, failure investigations, and mishap investigations; member of Agency mishap investigation board for the Mars Climate Orbiter, X-43A and the Genesis spacecraft•Led systems team that developed the Image Navigation Registration systems architecture for GOES-N, which was copied by Hughes/Boeing and is the GOES series systems architecture emulated on GOES-R
