Manage all aspects of financial planning and forecasting for general OIM cost center and pool budgets, including the Division of Transit and Rail (DTR).Recommend policy changes that ensure conformance with all pertinent guidance and communicates these changes and trains staff.Update and coordinate processes and policies within OIM to ensure timely compliance with regulations.Work with CDOT's Office of Financial Management & Budget (OFMB), Accounting, and HQ Business Office to analyze department budgetary needs, assist with tracking budget formulation and monitoring results.Monitor the OIM financial performance and advises management on fiscal needs and issuesServe as the fiscal coordinator for the FTA Federal grant program, including maintenance of all related accounting systems.Serve as a financial grant monitor and resource person for Federal grantees on a statewide basis.Provide periodic training to the OIM program staff on financial issues.Perform spend forecasting (monthly and annual) with a specific emphasis on payroll and special project spending.Provide recommendations for projected budget shortages and possible reaction tactics, as well as budget excess and recommendations for potential program or project augmentation options.Adhere to federal and fiscal rules and regulations, analyzing and interpreting frequently changing legislation pertaining to FTA, FRA and FHWA funding sources and grant disbursement.Provide business operations support, including processing and tracking invoices, creating, managing and tracking contracts through shopping carts, and performing fiscal year-end duties.Use various systems various systems (SAP, COTRAMS, SRM, OnBase AP, etc) to perform technical tasks, such as viewing, tracking, entering and researching budgetary and financial data.

-Develops related policies, project timelines, providing technical assistance to local area regions and partners around the state; working with the contract vendors and other federal and state partners; advising management and local area private partners on initiatives to leverage resources; as well as changes and updates to federal, state, and other statutes, policies and initiatives.-Works closely with workforce centers, chambers, foundations, state and private agencies, national workforce partners, industry associations, education institutions, WDP staff, and others to identify and integrate best practices, programmatic innovations, and training materials such as instruction manuals, policy guidance letters, job guides, desk aids, and potentially online webinars/live training events.

- Responsible for receiving and tracking the Worker Adjustment and Retraining Notification (WARN), entering information into state databases, coordinating services to employers and employees impacted by reduction in force events, assisting with the development of appropriate policy and procedures for the provision of layoff transition services at both the state and local level, and to provide technical assistance to workforce regions. -Works closely with the State Rapid Response Coordinator to consult with federal, state and county entities to analyze the program needs. Assists with the development of plans policies, and budgets that impact Workforce Development Programs (WDP) and the statewide workforce system. Assists with the development of standards and guidelines for the programs.

- Partnered with businesses, business associations, economic development organization, and chambers of commerce to increase awareness of workforce center opportunities.- Coordinated job fairs, career fairs, business roundtables and other events in relation to current industry hiring needs and trends.- Conducted labor market analysis to determine target industry needs and develop industry profiles

-Researching state and federal laws, meetings with legislators, constituents and lobbyists; staffing legislative committee hearings during session or interim committee hearings during the interim for the office-Preparation of official annotations to Colorado appellate opinions; legal research and review of executive agency rules for compliance with state and federal law. This position requires strong writing skills and excellent people skills, team work flexibility and being able to learn, enthusiasm and adapt quickly

-Attend, participate and facilitate in public policy meetings with state legislators, community partners and stakeholders, research potential issues for upcoming legislative sessions, Legislative Aide to MADD Colorado Executive Director during legislative sessions-Conduct informational interviews with state legislators, lobbyists, community partners and stakeholders, assist in coordinating and facilitating internal policy meetings, taking meeting minutes, preparing and presenting reports. Represent MADD at Executive meetings of The Colorado Task Force on Drunk and Impaired Driving (CTFDID)
