CWR Technologies is a strategic IT company specializing in IT infrastructure consultation and implementation. This includes business analysis, project management and quality assurance. Recently I have established the direction for the development and administration of CWR’s quality improvement efforts. This efforts required consultation with other executives and staff to understand the attitudes and practices of quality throughout the organization. Information obtained was then used to develop an environment of continual improvement in every aspect of the organization’s products and services. This effort has culminated in CWR establishing service delivery quality standards, establishing SharePoint as it's single source of record, establishing a Process Engineering Group as well as a Quality Assurance Group, and finally being certified at Maturity Level 3 for both Development and Services. Prior to this, while at CWR Technologies, LLC, I provided Project Management, Operations Management, Quality Assurance and Development services to various clients. I am currently leading an effort to obtain a successful CMMI Maturity Level 4 assessment.

Mr. Taylor was assigned as a Project Manager in support of the BMC Remedy Action Request System (ARS) upgrade from version 7.6 to 8.1. The BMC Remedy Action Request System (ARS), BMC Remedy ARS applications including Information Technology (IT) Service Management (ITSM), custom applications running on ARS, and Dashboard and Data Analytics – together known as "Remedy" – is the primary application for tracking IT-related requests for the Centers for Medicare & Medicaid Services (CMS). Mr. Taylor was also assigned as a Project Manager in support of Section 1311 of the Affordable Care Act (ACA) that requires each state establish a Small Business Health Options Program (SHOP) as part of its Affordable Insurance Exchange. In this position, Mr. Taylor supported the Federally Facilitated SHOP Payment Aggregation System (FF-SHOP PAS) that included a Customer Care Center for SHOP-related questions and assistance. The project included five components: Deltek Costpoint, service oriented architecture (SOA) using BizTalk, portal, contact center, and infrastructure. Mr. Taylor was initially brought onto the contract to implement the infrastructure-related tasks associated with the project including standup and configuration of hardware and software in support of the project in a windows environment. Mr. Taylor’s role expanded to also include the portal and the contact center as well as assist in leading other Project Managers working on the program to ensure consistency and adherence to standard operating procedures.

I was brought on as a PM to document the implementation of a Reference File Table request process, which supports the Centers for Medicare & Medicaid Services (CMS) Integrated Data Repository (IDR), an enterprise level data warehouse, to integrate Medicare and Medicaid data such that CMS and its partners may access data from a single source. This process will aid and support the end users of the system to address their reporting and analytic needs, and enable the IDR end user to have access to Reference tables with definitions for the values in each table.The IDR provides a multi-centric view of the data encompassing claims, beneficiary, provider, plan, and clinical perspectives. Because of this my role was expanded to also document standard operating procedures on how to request various types of data from the IDR. Keep in mind the IDR contains highly detailed data with billions of claims and millions of beneficiaries with enhanced data integration, increased security and privacy and strengthened query and analytic capability by building a unified data repository for reporting and analytics. The SOPs covered Freedom of Information Act (FOIA) Data Requests, Medicaid Statistical Information Statistics (MSIS) Loads and Change Requests, Enterprise Electronic Change Information Management Portal (ECHIMP), Data Extract System (DESY), etc.

Worked on numerous projects where I had total responsibility for the schedule, cost and technical management of the project. Below are some of the most critical projects that I worked on.• As part of President Barack Obama American Recovery and Reinvestment Act (ARRA) of 2009, the Health Information Technology for Economic and Clinical Health (HITECH) Act was initiated. This new system has the potential to save the government billions of dollars. As part of this effort I led the infrastructure support effort to stand up a development, validation and production environment for this robust business system. I also led coordination efforts to enact a virtualized enterprise data center across multiple data centers. This was a multi million dollar project, which I was totally responsible for that was implemented with many requirements unknown and yet delivered successfully.• Led the installation, configuration, and implementation effort of CA Wily Introscope® Application Performance Monitoring (APM) tool into the Validation and Production environments on the Mid-Tier and Mainframe platforms. This COTS application afforded the agency the opportunity for the first time to receive feedback on application performance before the end-user was impacted. This was a half-million dollar project, which I had total responsibility for that was implemented with many resources unfamiliar with the CA product, and yet delivered successfully.• Led a virtualization effort on the Solaris platform at CMS in their quest to upgrade their datacenter to a greener environment. This effort resulted in cost savings of over 5 million dollars due to resources that were freed for use on other projects, and was a major contributor to winning a re-compete contract for Lockheed Martin worth over 500 million dollars. This was a critical project that had been floundering, and was turned around to a successful conclusion under my direction.

I was brought on board to manage the operations of a dental consulting practice with office operations throughout the State of MD, Camden, NJ and Philadelphia, PA. During this time, I led the effort to upgrade their infrastructure, enhanced processes for greater efficiency, and assist with winning a contact with the State of MD.

During this time period I was an internal consultant, with responsibility to assist upper management with formulating strategic objectives on a departmental level to support organizational and divisional objectives. This responsibility led to the following accomplishments:• Documented and evaluated communication processes and procedures between multiple departments.• Delivered and presented projects status and presentations to executive management.• Negotiated internal contracts for support services which included but not limited to network availability, hardware availability, and system performance metrics, and once approved lead effort to monitor activities to ensure that agreed upon service levels were met for a user base of 7000+ employees distributed throughout the United States and Canada. • Analyzed and documented system application interfaces between various enterprise monitoring tools (i.e. Tivoli NetView, UNIX Sar, NT Performance Monitor, Lucent VitalSuite, etc.), which provide early warning signs of system performance issues that if not researched could lead to support services (i.e. service level agreements) not being met. • Lead effort for enterprise to adapt service level agreements with specific measures for application performance.• Enforced usage of configuration management and problem tracking systems.• Facilitated meetings concerning lessons learned to ensure continuous improvement of future projects.• Lead training classes on OLAP reporting tool, Cognos PowerPlay.

Responsible for ensuring quality within all applications developed within the Aerotek IS Applications Department and ensure that third party applications worked properly with applications developed within the department. These responsibilities span writing quality assurance (QA) standards and procedures, auditing those standards and procedures, evaluating QA tools, managing QA efforts for all developed applications, managing the QA Staff, and meeting with senior management to share current and future business goals and challenges.During this time period I was involved in the following:• Analyzed and documented system requirements for a enterprise resource planning system, PeopleSoft.• Analyzed and documented system application interfaces between multiple departments (HRMS, Payroll, Billing, Accounts Payable, Accounts Receivables, and General Ledger).• Facilitated discussion forums to obtain clear and concise understanding of issues and concerns as they related to system interfaces and communication processes between departments.• Lead system-testing effort for enterprise resource planning system that would support over 7000 employees across the United States and Canada.• Negotiated internal contracts.• Developed and implemented training on SDLC practices and procedures.• Enforced usage of configuration management and problem tracking system.• Delivered weekly project status to executive management.• Designed post-mortem forms for collection of lessons learned items.• Facilitated meetings concerning lessons learned to ensure continuous improvement of current and future projects.

As a member of the development team, I was responsible for designing and developing an order manifesting system. This system was developed using PowerBuilder, Radio Frequency software, C, and Sybase. The application utilized two Sybase databases to track shipment orders as they are handled by the shipping department, therefore allowing easier means to track shipments, print manifests and bills of lading or gather data for electronic data file transmission. This development effort was customized using an agile approach with frequent communication with end-users to refine and complete application requirements and design specifications. All work was implemented following the system development life cycle.

Designed and implemented test plans for an application primarily written in MS-Visual Basic. The application was designed and developed with interfaces to MS-Access and MS-Word. The test plans covered both basic and functional testing. We were able to use MS-Test to generate test data and automate some of those basic and functional tests. All work was implemented following the system development life cycle, and using SourceSafe for configuration management.

Member of development team using “C” that was responsible for enhancing a financial software package by converting it from a single user program to a multi-user program. While implementing these enhancements the following considerations were made: commit points of a transaction, locking techniques (shared and exclusive), alternatives for a user if a lock occurs, recovery techniques (rollback and immediate updates), trade-offs between performance and execution size, etc. These enhancements took place on a DOS platform using the database package MDBS. All work was implemented following the system development life cycle.

Designed, developed and implemented optimization software packages. Introduced SDLC procedures and processes to the team, and subsequently coached various team members in the usage of this methodology. This process involved, documenting the code design, conducting code reviews, implementing configuration management practices, implementing various levels of testing (unit, functional, integration, system, etc.). These procedures were implemented using IBM PC, Sun Workstation, ARCserve, PVCS, REXX, MS-FoxPro, MS-Access, MS-Excel & WordPerfect.In this role, I was involved in the following:• Lead system testing of a client/server application. The server was running on an OS/2 platform with clients running on DOS and OS/2. Communication was via TCP/IP and Named Pipes. • Formalized procedures to ascertain client views concerning quality of the product being delivered utilizing customer satisfaction surveys.• Developed tractor-trailer scheduling reporting software from design to system testing. This development also involved embedding Sybase specific SQL routine calls in the program. All development took place in the following environment: Sun Workstation, UNIX, C, Sybase, SCCS, Make, Purify & WordPerfect.• Developed package optimization system from design to system testing. This involved the following hardware and software IBM PC with OS/2, C, and WordPerfect.• Developed an internship program at Roadnet, which partnered with Baltimore metropolitan area colleges and universities to attract young talented individuals.

As a member of the development team, my responsibility was to developed modules to build an embedded simulator for a proposed NASA satellite. These modules were developed using DecVax, IBM PC, 1750a Microprocessor, VMS, DOS, Tartan Assembler, ADA, FORTRAN, and C. During this time period my exposure to the system development life cycle methodology was broadened, and was able to see the first hand the benefits this methodology could bring to various system development initiatives. It was also very educational to see how this methodology was pertinent regardless of the size of the team (i.e. small (1 to 10) and large (11 and greater) groups of people).

Maintained packages to analyze, transform, and represent graphically meteorological data. The packages were maintained using the following: IBM 3081, Cyber 205, MVS, TSO, ISPF, FORTRAN and Wolfplot. During this time period I was first introduced to the system development life cycle methodology, working on very small projects (i.e. 1 to 5 people).
