Gary Will has more than 30 years of experience in the electricity industry. His current responsibilities are in oversight of matters involving the regulation of wholesale power sales and the transmission of electric energy as relate to the New York Independent System Operator (NYISO).Before joining FERC’s Office of Energy Market Regulation in 2015, Gary served as the representative to NEPOOL for the Massachusetts Municipal Wholesale Electric Company (MMWEC). At MMWEC, he worked within the NEPOOL Committee structure and with various government and regulatory agencies to influence policy and regulations for the benefit of municipal utilities and their customers. Mr. Will was a member of the Participants Committee responsible for considering and acting on all matters affecting the New England region’s wholesale electric power arrangements. Gary held the role of Senior Utilities Analyst at the Massachusetts Department of Public Utilities where he worked in oversight of regulated electric power utilities on behalf of ratepayers in the Commonwealth. While at the Department, Mr. Will assisted in the formation of the Division of Regional and Federal Affairs with responsibility for the Departments engagement in NEPOOL and with matters at FERC.Prior to that, Gary worked at ISO New England and had responsibilities in the design, development, implementation and administration of Wholesale Electricity Markets. As a Business Analyst, he worked on complex market, software and process assignments for interconnecting resources and the management of financial and physical transactions.
