Complete responsibility for the implementation and resource allocation for the system conversion to Banner. Structured the project management and control system to guide the implementation, as well as setting the primary planning components. Via an extensive cost analysis and project budget model I justified the 2.5 million dollar administrative conversion during the budget crisis in the fall of 1991 to the administration and external auditors from Arthur Anderson. The Banner implementation affects five major areas of the university: Student Services, Financial Aid, Financial Services, Alumni and Human Resources and ultimately all who utilize their services. As project manager, I interacted with the President, Provost, Director Enrollment Management, Dean of Students, Director of Financial Aid, Chief Financial Officer, Vice President of Advancement/Alumni, Director Human Resources, and a variety of staff and clerical workers.Responsible for a staff of 32, with 25 direct reports and a project budget of approximately 2.5 million dollars. Supported the graduate program and enhanced the conversion by employing four GRAs to assist with the conversion. As major components were completed resources were distributed as appropriate to various administrative units or reallocated to other areas within computing services. At the completion of the Banner implementation an annual general fund project budget of $570,000 was returned to the general fund for other purposes.

Senior Systems Analyst Erp Needs Analysis & Systems Selection
Recruited in March of 1990, by the director of computing technology services to assess and evaluate why two prior attempts to convert the administrative computing system(ERP) had failed and to develop a “New Plan of Action.” Through analysis and assessment and work with existing IT staff we determined that the current direction of administrative computing was inappropriate for MTU in terms of functionality, cost and positioning for the future. I lead an effort to put together a “New Plan of Action.” This plan included a complete analysis of the options available to meet MTU’s administrative computing and business needs. I began the Conversion Connection newsletter (1991-1995) to inform the campus about the conversion. I performed a complete cost analysis of both the current system and the proposed new system. The cost analysis demonstrated that the proposed new system was economically feasible for MTU and would actually pay for itself in seven years. The “New Plan of Action” required the administrative units to select the software within the published standards that were developed. I secured a written sign-off from the administrative area directors and managers on the proposed new software to insure all parties were on board. The “New Plan of Action” culminated in a comprehensive proposal unanimously accepted by the MTU Board of Control in May of 1991.
