When the underlying capabilities and frameworks are present, requirement changes and satisfaction becomes a matter of data configuration, not code changes or rework. I never target the requirements directly, they are most likely missing important details that will reveal themselves during implementation. Once built, these simple component capabilities can be applied to other similar requirements very quickly and easily. The key to success is to make each component as independent and simple as possible - without oversimplifying it.
