My plan would enable Eurozone members to pool their public borrowings of under two years maturity into a fund with the same legal structure as the ESM. It would fuse together the interests of EZ citizens in this limited field to create a safe asset for banks; promote financial stability, encourage good economic governance and provide citizen savers with a simple, cheap and safe vehicle for some of their savings.

His up-dated plan for a Temporary Eurobill Fund is attracting attention again following the Rome Declaration and the election of President Macron - yet again demonstarting his influence at the meeting point of politics, economics and finance. This plan was recognised in 2013 when Commission President Barrosso appointed him as a member of the Commission's "Expert Group on debt redemption fund and eurobills" and the group concluded that his plan is indeed feasible. Graham Bishop is renowned for his vision, and the courage to propose radical ideas, yet ground them in a mastery of the technical details of the financial system. His independent analysis of the consequences of the euro crisis (for both investors in European financial assets and financial institutions dealing in the European markets) reflects his long and close involvement with financial markets. He authored Salomon Brothers/Citigroup research on the issues surrounding monetary union after it became a serious possibility in 1988. As Adviser on European Financial Affairs at Citigroup in London, I reported to the Co-Chief Executives in Europe.

His economic commentaries covered the bond and currency markets of Europe. (He graduated from Sheffield University in 1972 with a degree in Jurisprudence and worked for UK stockbrokers, Phillips & Drew, as an international economist with particular reference to equity markets. In 1979, He joined S G Warburg to manage pension fund portfolios. His emphasis moved from European equity markets to bonds and currencies, culminating in a move to Salomon Brothers/Citigroup in 1983.)
