I planned and executed key logistics, supply chain and transportation initiatives to deliver short and long term U.S. Navy and organizational mission objectives.I conceived, created and implemented the Department of Navy’s one-of-a-kind Lifts of Opportunity Program (LOOP). LOOP is a unique logistics and transportation delivery system and provides $6M in annual cost avoidances to the U.S. Navy, U.S. Marine Corps and U.S. Coast Guard. I led the U.S. Navy’s programs for Active Radio Frequency Identification (aRFID) and managed the U.S. Navy’s equity in 10 DoD Transportation and Distributions Systems to include SSDM, TC-AIMS II, ICODES, JFAST and AMS-Tac. I led a two-month Continuous Process Improvement (CPI) / L6S effort to reduce waste and increase transportation cost avoidance opportunities for U.S. Navy, U.S. Marine Corps, and U.S. Coast Guard. I managed a $2M annual aRFID budget to include sustaining fixed infrastructure located around the globe. I collaborated with the U.S. Marine Corps and U.S. Coast Guard to ensure Navy compliance with DoD policies. Provided leadership and supervision to a 59 member software team in the development of the Collaborative Force Analysis, Sustainment and Transportation (CFAST) system—a Category II Department of Defense system. Developed and managed an annual budget of $12M. Established leadership groups to provide focus and direction to ensure the program met the Corporate and Government milestones and desired end state. Designed and implemented CFAST software solutions that supported Joint Operations Planning and Execution (JOPES), Operations Planning, Deployment Planning, Adaptive Planning (AP), and Force Deployment Planning and Execution (FDP&E) efforts across the Services and Unified Combatant Commands (COCOMs.) Reviewed and provided input on Joint Doctrine (Chairman of the Joint Chief's Instructions and Manuals (CJCSIs and CJCSMs, etc.). -Developed, tested, documented, and fielded eight versions. -Conducted detailed analysis of 480 user-identified system requirements. -Developed annual workload and budget submissions spanning three fiscal years and totaling over $50M. -Implemented automated interfaces with joint systems to support sourcing functions by the Joint Force Provider (JFP) during Global Force Management (GFM), Adaptive Planning, and Force Deployment Planning and Execution processes. -Provided direct support to U.S. CENTCOM and U.S. Special Operations Command as the lead CFAST trainer and integrator. Coordinated the initial fielding and integration of CFAST and assisted military planners in molding CFAST to meet CENTCOM and SOCOM’s established Tactics, Techniques, and Procedures (TTPs). -Provided CFAST Training to hundreds of users at the Naval War College, U.S. Army Command and General Staff College, U.S. Air Force War College, U.S. Southern Command, and the Component Commands of CENTCOM and SOCOM. -Led the Capability Maturity Model Integration (CMMI) implementation and certification effort for the CFAST program.
