Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS)Provided senior technical advisement and project management for the FBI Law Enforcement Interconnect Facility (LEIF) redesign study conducting an independent assessment of the CJIS Security Policy and complex network infrastructure focusing aspects that impact the implementation of a cloud computing environment. The study resulted in design recommendations for improving the effectiveness and efficiency network supporting LEIF. Directed a technical team conducted assessments of over fifty FBI Field Offices collecting and analyzing network topography and configuration data into a comprehensive report. The final report and recommendations was presented to senior level FBI/CJIS management.

Manager for the U.S. Food and Drug Agency (FDA) Office of the Chief Information Officer (OCIO) Research and Development Information Technology Laboratory located at the FDA Headquarters, Rockville, Md. Responsible for the development of an Information Technology Research and Development test and evaluation laboratory to support the FDA OCIO. Responsible for identifying the requirements, and establishing the life cycle model to be used for IT validation for the FDA within the R&D lab. Responsible for requirements definition and capture, hardware/software procurement, and setup, configuration and installation to meet the needs of the OCIO in verifying current and future IT and applications. Provides both business and technical services to develop and support R&D for IT processes, systems, software, hardware and network support.

Project Manager for the Agency for Healthcare Research and Quality (AHRQ) defined and developed the architecture to support AHRQ need for a website which is available to serve healthcare professionals in monitoring and reporting quality of care issues. Defined, developed, and implemented a help desk/hotline system and issues list service for the AHRQ client. Responsible for cost, schedule, client interface, and the quality of products delivered to clients.

Managed several diverse projects in a variety of environments. Project manager for the AHRQ (Agency for Healthcare Research and Quality – HHS) support contract and the technical lead for the Food and Drug Administration (FDA) Emergency Operations Network (EON) project. Authored the process descriptions, processes, and procedures for Systems Analysis including Use-Case development, Requirements Management, and Business Analysis process standards. These standards are the basis for the organization’s CMM Level-II and Level-III accreditation efforts. Project Manager for the Electronic Document Control System (EDCS) provided technical, and project management leadership for a task to develop a document control system for the FDA.

Project Manager/Senior Battelle representative for the USCG/MOISE contract. Responsible for up to 25 direct reporting individuals within this large multi-year software development project applying Object Oriented Analysis and Design (OOAD). Successful manager in a CMM SEI Level III software development organization. Responsible for daily technical and project management managing multiple task order contracts under an umbrella contract. Responsible for all tasking, scheduling, and reporting and performance for multi-million dollar tasks. Responsible for the successful development, standardization, and implementation of methods and processes to conduct business analysis, requirements analysis and capture using GroupWare facilitated user sessions and use-case modeling methods in combination with Rational Software tools. Interfaces directly with clients, (e.g. COTR, Project Officers, etc) to identify and manage risks, issues, and ensure problem resolution and customer satisfaction.

Manager for all software maintenance and development. Successfully managed a staff of 40 programmers, analysts, database professional, technical writers, and quality assurance/CM staff. Solely responsible for development, implementation, and standardization of software change control and management process developed in conjunction with the on-site client. (U.S. Coast Guard) Technical manager for the software maintenance life cycle processes. Managed and reviewed subordinate functional managers providing operations support and maintenance for various Coast Guard operational mission systems. Prepared and presented software development reviews (PDRs, CDRs, System Test, and Acceptance Testing). Responsible for meeting requirements to obtain SEI/CMM level II recognition. Managed computer operations and administration for USCG mission critical computer systems. Defined a user support hotline system and organization to support all computer system users worldwide 24-hours a day.

Functional manager of a U.S. Coast Guard data processing center. Responsible for the operations and maintenance of a client-server database system providing worldwide intelligence operations support operating at a SECRET level. Responsible for the monitoring, managing, integrity, and reporting of system, network, and database performance. Supervised operations maintenance and development staff to meet all contractual requirements. Developed responses to customer requests for proposals providing corrective changes and enhancements to existing and new systems. Prepared and delivered full system releases IAW DoD Standards. (e.g. DoD-2167a) Managed project staff to deliver on time and within budget. Identified and developed alternative methods for system backup and recovery reducing weekly system downtime for backups from twelve hours to three hours weekly. Implemented software and system change management procedures resulting in improved software quality and dependability.

Responsible for developing systems and providing staff technical analysis and design expertise relating to development plans for various systems. Re-hosted a PRIMOS/Oracle based operations planning and reporting system (AOPS) to a two-tiered client-server environment. Analyzed, reviewed and estimated system performance requirements. Defined optimum operating platform requirements and implemented solutions.

Program Manger DoDAF Enterprise Architecture Consultant DoD Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) Directed the development of Department of Defense Architecture Framework (DoD AF) artifacts and provided senior oversight and direction for the Enterprise Architecture development. Provided technical hands on expertise for the information technology support provided to the JPEO-CBD Knowledge Management Directorate. Managed the help desk and staff providing 24x7x365 support for agency users.
