Hal is currently the Owner and Principal of his consulting agency www.halsmithforensic.com established in 1986.Until Oct. 2023 he was the Executive Director of Under One Roof Inc./The Marvin - a unique intergenerational program with Residential Senior affordable housing combined with an accredited, school readiness program for pre-school children. Formerly - CEO of Whiting Forensic Hospital and Faculty - Yale University Law & Psychiatry Division. Previously Senior Director at the Westchester Medical Center Health Network with Behavioral Health program and TELEPSYCHIATRY responsibilities in the 9-hospital network (PPS) in the lower Hudson Valley. Prior, Hal served as Executive Director for Westchester MC Behavioral Health Center under contract with Liberty Healthcare. He has been Director of MHM's Forensic Division, having overall operational responsibility for all adult forensic and juvenile contracts in MA, NYC, CT, NM and WY and served as MHM's Corporate Consultant for Clinical Operations.Hal has worked for more than 4 decades exclusively in clinical, administrative and leadership positions providing Behavioral Health programs in a diverse array of civil and forensic settings. In his role as a national and international consultant for mental health and criminal justice agencies, he has been involved in all aspects of State and Federal litigation including deposition, expert testimony, and development of settlement/stipulation agreements. Hal retired from the NYS OMH in 2005 after being the agency's first Forensic Director and founder/CEO of Central NY Psychiatric Center, a 220-bed inpatient facility with Statewide outpatient, intermediate care and specialized programs serving the NYS Criminal Justice system. .
