About Hammad K.

I am a UK-based media regulatory professional with over 20+ years of experience working across compliance, standards, policy and strategy across cinema/film, video, broadcasting, VoD and online content.I am currently a leader in Ofcom’s broadcasting standards and audience protection team, heading up policy, research and strategy issues relating to standards across TV, radio and VOD services. I’m currently focused on delivering Media Act 2024 duties such as a first Ofcom Review of VoD Audience Protection Measures (e.g. ratings, parental controls) and supporting the development and implementation of the forthcoming Ofcom VoD Code. I am also leading work to deliver a first-of-its-kind BBC Online Material Code. I was Ofcom’s first Protection of Children Policy Lead during development of the UK Online Safety Bill with a focus on online child safety, age assurance/verification, parental controls and age-appropriate ratings. Prior to Ofcom, I worked in Ratings at the BBFC (British Board of Film Classification) as a Film and Video Examiner, where I helped launched new Discrimination guidelines and also delivered industry classification masterclasses to award-winning UK producers/directors.Outside of my day job, I am an independent filmmaker and have created 4 short films and 2 feature films (third in post!) which have screened at numerous festivals around the world, including the London Film Festival and have secured global sales/distribution.
