Managed the statewide fire and life safety plan and construction review of public schools (K-12) community college and essential service buildings, ensuring compliance with State Fire Marshal regulations, Titles 19 and 24, California Code of Regulations, California Building and Fire Code and nationally recognized standards.• Acted as liaison with top management of the Office of the State Fire Marshal in promoting support for DSA "school house" fire and life safety program. • Developed code interpretations, policy and procedures for staff of 10 fire and life safety officers statewide reviewing plans and construction for school and other projects totaling $6 billion a year in estimated construction cost. • Developed and analyzed legislation and regulations affecting building standards. Managed school fire and life safety studies directed by the Governor and Legislature on behalf of DSA. • Trained fire and life safety staff and consultants in DSA plan and construction review methods. Monitored quality and consistency of plan review product. • Made formal presentations and represented DSA before stakeholder groups including local fire officials to cultivate partnerships in support of DSA. • Reviewed and approved design proposals for "alternate means of protection" when compliance with letter of code was too costly or impractical. • Resolved appeals of plan review and construction inspection comments made by fire and life safety staff. • Held initial positions as Fire and Life Safety Officer I (two years) and Fire and Life Safety Officer II (three years) – reviewing school plans and construction, including fire sprinkler, fire alarm and other fire protection systems.

Conducted fire inspections of various occupancies throughout jurisdiction of 53 square miles and population of 100,000 to ensure compliance with fire and building code, including Titles 19 and 24, California Code of Regulations, Uniform Building Code and Uniform Fire Code. • Inspected new and existing fire sprinklers, kitchen hood fire suppression and fire alarm systems in residential, commercial and other buildings. • Inspected new underground fire service mains, fire hydrants and fire apparatus access at large residential and commercial developments including "big box" retailers. • Participated in fire safety education activities at schools and community events. • Assisted fire marshal in development and administration of company inspection program, fire investigations and juvenile fire-setting intervention. • Administered "Knox Box" emergency access program.

Served as firefighter, engineer, fire inspector, and fire captain providing structural fire suppression, aircraft crash-fire-rescue, EMS, HazMat and fire prevention services for large aerospace manufacturing facilities employing 40,000 and the Burbank-Glendale-Pasadena Airport on contract. • Developed, implemented and administered comprehensive fire prevention program on behalf of Burbank Airport. • Worked closely with L.A. County, City of Los Angeles and City of Burbank fire agencies. • Conducted plan and construction review of large, complex, multiple-occupancy, research, development and manufacturing facilities, including fire sprinkler, halon, carbon dioxide, fire alarm and detection systems.
