Jr. Contract Specialist
Current• Solicitation, evaluation, negotiation, administration, termination, and close-out of the program office’s o Surface Transportation Board (STB) o Transportation Safety Institute’s (TSI) o Others program offices as needed• Contracts, task/delivery orders, and/or interagency agreements for studies, research and development projects, professional and technical services, building management and Information Technology (IT) services and equipment in support of Department of Transportation -Office of the Secretary. • The procurements involve a variety of contractual methods, multi-year options, multiple awards, liquidated damages, as well as the development of new contractual provisions, to facilitate integration of new technology with legacy systems/equipment. • Participate in program planning and review meetings with senior management throughout OST for acquisition planning purposes;o Analyze requirements, o Identify issues, o Provide acquisition knowledge, o Identify alternative business strategies to ensure effective support of current and long-range agency programs in the most economical, effective, and efficient manner. • Assists with market research to determine capable potential sources; considering budgetary, contractual, technological, and programmatic concerns in strategy development; and determining the most efficient method of contracting. • Participates in developing technical and price/cost evaluation criteria. • Prepares Source Selection Plans and Source Selection Reports. • Brief agency officials on the source selection process and develops file documentation for all phases of the formal (and informal) Source Selection process. • Responsible for preparing Contracting Officer's Competitive Range Determination and develop negotiating positions for the Government (when applicable).
