Served as full time contracted member of the plant's Process Safety team as a 3rd party consultant, assisting the plant to comply with all aspects of the Cal-OSHA Process Safety Management regulations and CalARP Accidental Release Prevention Program - Risk Management regulations. Facilitated Five-Year revalidated Process Hazard Analysis (HAZOP) and Layers of Protection Analysis (LOPA) for all process units; trained 96 engineers and project managers in the LOPA process when the site initially began performing the analysis; facilitated equipment reliability analysis for each process unit as part of the five year PHA, analyzing corrosion failure mechanisms; facilitated failure analysis for equipment failure at the Watson Cogen facility using Failure Modes and Affects Analysis (FMEA) with cross functional plant engineering and maintenance teams, and 3rd party equipment design and reliability experts; participated in data gathering for Quantitative Risk Assessment performed by Baker Engineering Risk Consultants (BERC); participated in Consequence Analysis training at the BP Sunbury, England facility, using the BP software; participated in development of the Site Risk Register, incorporating all risks identified during all hazard / risk identification exercise, used to prioritize risk mitigation by impact; participated in the site IMS program.

Filled in full time for the Process Safety Management (PSM) Manager of the Baltimore FMC Agricultural Chemicals plant, while she was on leave. Subsequently trained the replacement manager. Updated elements of the federal OSHA PSM program (29 CFR 1910.119) and EPA Risk Management program (40 CFR Part 68) to ensure full compliance, building infrastructure as required. Facilitated five year Process Hazard Analysis for all process units and updated RMP while collaborating with other local chemical companies. Managed all PSM / EPA recommendations using Lotus Notes. Managed relationship with regulators while facility was under a Maryland Department of the Environment (MDE) Consent Order.
