I conduct research on issues of conflict, corruption, and political psychology. I focus primarily on African politics, but am broadly interested in global politics.

African Conflict, Rebellion, and Terror (with Paul Huth and Mark Lichbach)• Conduct in-depth large-n data collection, cleaning, and maintenance on conflict-related topics in Sub-Saharan Africa, including terrorist recruitment, rebel bases and territory, content analysis of UN resolutions, ongoing territorial disputes, and more.• Conduct statistical and geospatial analysis and visualization of conflict-related data, including territorial holdings, rebel base locations, and conflict events.African Territorial Conflicts & Disputes (with Paul Huth)• Collected in-depth large-n original data on the prevalence and details of nearly every territorial dispute in Africa from 1985 to present. Geolocation of territorial disputes using GIS; some statistical analysis of spatial autocorrelation and dependencies.

• Manage a portfolio of researchers and peer reviewers in 17 African countries to develop in-depth original research on governance and social development.• In-depth data consistency checking to ensure temporal and cross-national data uniformity.• Responded to multiple African governments to help explain research methodology, as well as the observable implications of the data.• Responsible for recruitment, training, and monitoring and evaluating research quality and progress. Work in both French and English.• Developed technical training handbook for local researchers to ensure cross-country quality assurance and consistency.

• Developed novel approach to measuring the relationship between structural-level inequalities and individual-level grievance generation, including linking the approach to variation in conflict outcomes. Data analysis using R.• Developed research approach and conducted statistical analysis of the relationship between citizen experiences of corruption and citizen reports of economic grievance (individual and group level). Data analysis using Stata.• Cluster and path analysis for comparison between models of mediation and moderation between experiences of corruption and claims of grievances.

• Collected original data on the use of one-sided repressive and chaotic violence by governments against citizens from 1975 to 1988 for use in large-n data project with focus on Sub-Saharan Africa.• Maintained and cleaned large data sets using proprietary database/CMS, including inputing old datasets into new CMS system.

East Africa (Kenya and Tanzania) – Transboundary Water Policy Cooperation• Working with member states of the East African Community to develop and implement climate-adaptable and sustainable transboundary water policy regarding the Lake Victoria water basin;• Managed a budget of $24M, including multiple field offices and mid-large staff size;• Responsible for project and field office start-up, as well as coordination with USAID to review project objectives and deadlines;• Responsible for ensuring the overall progress of the project, including start-up, travel coordination, writing SOWs, financial reports, and more.Afghanistan – Rule of Law Stabilization• Building and strengthening the institutional capacity within the judiciary and law school systems, including anti-corruption courts in key population centers (south and east), developing judicial training programs, building capacity of the Afghan Supreme Court to promote juridical independence;• Managed a budget of $8M, including a large field office with multiple departments and 30+ employees;• Responsible for hiring a number of key personnel positions, including Deputy Chief of Party, Senior Finance Officer, Grants Manager, etc.• Responsible for closeout of project, including staff demobilization, financial oversight, procurement, drafting of official communications to USAID, and more.Global Climate Change (Global) – Evaluation and Analysis• Impact evaluation and analysis of prior USAID climate change program methodology and projects;• Responsible for staffing and fielding short-term and long-term consultants and staff for evaluative purposes throughout the world, including setting travel plans, generating employment contracts, and reviewing expense reports and invoices.

Democratic Republic of Congo – Promoting Stabilization and Community Reintegration• Managed $10M budget, including subcontractor & large grants program;• Responsible for writing and translating legal documents, contracts, leases and deliverables in both English and French;• Helped manage and administer large grants program which contributed to building schools, maternal care wards, marketplaces and other vital infrastructural needs;• Worked hand-in-hand with USAID for contract modifications and project closeout;• Managed field staff of nearly 40 individuals, multiple consultants and evaluators;Chad – Promoting Elections, Accountability and Civic Engagement• Manage small team of elections officers to ensure that Chadian elections are free and fair, as well as providing training and education to Chadian locals about democracy;• Established and implemented project procedures regarding tax, payroll and other financials;• Responsible for financial forecasting, projecting expenses and preparing consultant trips to field;• Produce contractual financial reports (accruals, monthly reports) and technical deliverables;Africa & MENA NGO Sustainability Index• Work with and maintain a network of 30 partner organizations across Africa and MENA to ensure timely delivery of PMPs, work plans, invoices and technical reports;• Manage and juggle dozens of concurrent invoices, technical documents and expense reports;• Responsible for developing and implementing submission deadlines, reports standards and editing procedures;Open Government Partnership – Transparency, Civic Participation, Anti-Corruption, Technology.• Research and develop programming to help support the implementation of the Open Government Partnership, as well as the OGP Steering Committee in implementing National Action Plans submitted by signatory nations.• Work with USAID Missions to identify best-practices that address the needs and goals of the participating parties to the OGP.
