As a member of the WSP team, I provided dedicated support to AVANGRID’s Brightline BES (Bulk Electric System) "Brightline" Program. I was responsible for leading all development authorization and environmental permitting efforts supporting the BES Program including NYSPSC (Article VII and Part 102 approvals), USACE, NYSDEC, and related federal, state and local support permitting actions. The BES Program represents a multi-year initiative to strengthen the northeast power grid and comply with amended FERC reliability requirements. The BES Program includes over 180 miles of transmission line and 40 substation projects serving more than 40% of Upstate New York’s electric consumers through AVANGRID subsidiary companies New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E). My position’s primary responsibility was to lead the Program’s permitting team including:• Management of comprehensive permitting efforts reaching approval authorizations that expedite construction start and system in service date schedules.• Coordination of stakeholders including regulatory agencies; affected sister utilities; internal engineering, land and public outreach development teams; external support contractors; and the affected public.• Leading the achievement of Program permitting goals while simultaneously balancing the avoidance and minimization of impacts to critical resources including streams, wetlands and water resources; plant and animal communities; and agricultural land.

Key responsibilities included:- Managed two utility-scale solar projects, the first of their kind proposed in New York State, through the Article 10 permitting process. - Preparation of a Massachusetts Environmental Protection Act (MEPA) Environmental Notification Form (ENF), Draft Environmental Impact Report (DEIR), Final Environmental Impact Report (FEIR), Energy Facilities Siting Board (EFSB) Application, Cape Cod Commission (CCC) Development of Regional Impact (DRI) Application, and coordination with all applicable agencies in support of a proposed dual-fueled, simple-cycle project. - Preparation of a MEPA ENF for a proposed solar facility. - Preparation of a MEPA ENF for a proposed natural gas-fired simple-cycle facility. - Coordination of technical teams in support of a Massachusetts Department of Environmental Protection Air Plan.- Preparation of an Ohio Power Siting Board application for a proposed natural gas-fired, combined cycle facility, which requires environmental analyses of species, soils, vegetation, wetlands, noise, air, and cultural resources , as well as assessment of existing and proposed water use and wastewater discharge.- Preparation of a US Army Corps of Engineers Nationwide Permit 18 application for the discharge of dredged or fill material into waters of the United States associated with installation of proposed natural gas and electricity transmission facilities.
