Reviews regulations and directives from DA, ARNG and other higher headquarters and help enforce compliance of directives and regulations. Coordinates with Fires CWOBs, State CCWOs, ARNG Strength Management Section and DA Proponent offices at FCOE to support strength and add to the depth of ADA and FA Warrant Officer Personnel in ARNG force structure. Coordinates closely with the Chief Warrant Officers of the ADA and FA branches for qualification of ARNG Soldiers to create qualified warrant officers. Advise the ARNG CCWO, State CCWOs and TRADOC on all matters regarding the ADA and FA warrant officer training responsibility. Accompanies Senior ARNG Staff members on visits to various ARNG organizations, units, regional training institutes and support activities. Advise the ADA and FA DCGs on matters regarding ARNG warrant officers attending training at FCoE.

Site lead contractor over team instructing collateral damage estimation (CDE) and precision point mensuration (PPM) for the U.S Air Force. Primary CDE instructor to targeting tech school students at Goodfellow AFB, TX, resident courses and mobile training teams. Reports to the U.S. Air Force CDE program manager. Reviews new curriculum from the Joint Targeting School, provides feedback as required. Site lead duties include company representative to Air Force Precise Point Precision Program, interviewing prospective instructors, providing hiring recommendations.

Provide Field Artillery Battlestaff training to Division, Brigade and Battalion staffs to include Fire Support and Targeting operations, development of MDMP and Battle staff products in support of Mission Command exercises. Integrate exercise scenario and simulations models based on Commanders Training Objectives and guidance from the Site Manager. Act as scenario developer and Field Artillery/Fire Support Unit trainer. Instruct AFATDS, EMT, CPOF, FBCB2, VBS3 operator’s course. Operate Firesim and JCATS as required. Lead developer for Division JAGIC and Fire Support exercises.

Targeting Officer for a Train, Advise, Assist Command (TAAC-S) in support of Operation Enduring Freedom; Primary Fire Support Officer for planning and execution of the targeting process. Provided assistance and advice to commander and staff on all matters relative to the employment of target acquisition assets for both the Joint Targeting and the Army’s targeting methodology. Conduct weaponeering, target mensuration, collateral damage estimation for both deliberate and dynamic targets. Selected to perform as the Resolute Support Deputy Director of Targeting in Kabul for 4 months temporary coverage. Instrumental in reintroducing multiweapon unguided delivery in Afghanistan with B-52. Planned and executed over 250 tons of air delivered munitions. Awarded Bronze Star Medal.

Camp Buehring, Kuwait

Targeting Officer for a Combat Aviation Brigade in support of Operation Enduring Freedom; assist the Fire Support Officer in planning and execution of the targeting process. Provided assistance and advice to commander and staff on all matters relative to the employment of target acquisition assets and the Army’s targeting methodology. Conducted weaponeering, target mensuration, collateral damage estimation and developed effects products for targeting process. Nominated lethal targets for attack. Managed digital fire support sustainment training. Additional duties included integration of CAB’s battle command systems. Awarded Meritorious Service Medal.

Subject Matter Expert (SME) with WAVES (Wireless Audio Visual Emergency System) for C-RAM program (Counter Rocket Artillery Mortar). SME responsibilities included site survey, installation planning and supervision, commissioning, troubleshooting, and repair of WAVES mass notification systems that use the 2.4GHZ band. This includes RF network design using link budget analysis tools, Fresnel zone surveying, base station placement, grounding, and antenna installation. Also identification and mitigation of RF interference by taking RF readings in the proposed node locations before installation and making changes to network design. Ensured customer satisfaction by designing speaker/node placement to provide maximum auditory coverage with the highest intelligibility possible. Provided customer instruction on the system's use and features. Regularly used spectrum analyzers, range finders, and GPS devices. Supervised 4 installers and 6 SME’s in country.

Camp Taji, Iraq

Developed, consolidated and distributed targeting products within a brigade targeting cycle, to include target packets (lethal/ non-lethal), strike packets, target synchronization matrix, and attack guidance matrix. Conducted CDE (Collateral Damage Estimates) and developed intelligence support for lethal target/strike packets. CDE strike packets were developed for precision and unguided weapons (PGM & SSBM’s) with CDE automation tools (JADOCS & PSS-SOF). Managed Joint Automated Deep Operations Coordination System (JADOCS) server, expanded network (largest in Iraq) and trained operators. Recommended commander’s guidance, developed targeting meeting, decision and assessment briefings. Nominated lethal targets for attack and developed non-lethal tailored networks. Directed target acquisition radar emplacement and maintenance (LCMR & Firefinder). Advised on emplacement and developed synchronization of organic ISR assets for detection and assessments (including Fido XT and On Board). Awarded Bronze Star.
