Global Tactical Advanced Communications Systems (GTACS), $10B IDIQ and Communication and Transmission Systems (CTS), $4.1B IDIQ: GTACS is an IDIQ vehicle run by the Army’s PEO C3T and CTS is an IDIQ vehicle run by the Army’s PM DCATS. • Responsible for organizing a multi-functional team capable of responding to quick-react proposals on GTACS and CTS. Harris typically has difficulty deviating from its thorough, well-understand business acquisition process, so this was a challenge but was ultimately successful. Cross-training, creating electronic approval processes, and convincing functional organizations such as Quality, Subcontracts Management, Material Management and Engineering to modify their behaviors to adapt to the quick-react nature of these vehicles was required. New processes, tools and procedures were also needed to react quickly with partner bases of over 100 partners.• In addition to quick-react processes, the team is also equipped with the resources needed to respond to more traditional proposals. The team is involved in all phases of the business acquisition process including identification, qualification, pursuit, and proposal development. Developing win strategies, conducting color team reviews, and proposal development steps such as creating annotated outlines, storyboarding, and requirements traceability are all standard activities for the team. • In addition to managing the operations, I provided technical contributions for white papers, RFIs and RFPs especially for SATCOM-related content.• For awarded task orders, our team is also responsible for the execution of all phases throughout the lifecycle of any given task order including development, production, installation, and sustainment.

PAAWNS (Protected Anti-Scintillation Anti-Jam Wideband Net-centric System), $30M: Development of an anti-scintillation, anti-jam frequency hopping modem to provide protected transport over WGS for the Missile Defense Agency’s (MDA’s) Ballistic Missile Defense System (BMDS). Chief Systems Engineer• Successfully held Technical Baseline Review, System Requirements Review, Preliminary Design Review, Critical Design Review, and associated peer reviews. Test Readiness Review is to be held within the next two months. • Responsible for risk management process. Project Engineer/Deputy Program Manager• Responsible for managing the Type 1 NSA certification process of a crypto that Harris developed. • Responsible for planning and execution of ARSTART MILSATCOM modem certification, Defense Threat Reduction Agency (DTRA) recommendation, STRATCOM certification, and DIACAP activities.• Responsible for managing hardware and human resources required to execute on cost and schedule.Advanced Program Engineer (APE)/ Business Development Manager (BDM)• Generated white papers, MILCOM papers, RFI responses and proposal inputs aimed at selling this product to users other than the MDA.• Responsible for product strategy including conducting market analysis to identify addressable market, features, functions, benefits, product roadmap, and investment strategy. • Coordinate with MDA, Navy PMW 170, OPNAV, PACFLT, SPP, DISA, AFWET, CYBERCOM, DTRA, NSA, OSD AT&L, OSD CIO, SMC/MCX, CERDEC, JSEC, JHU/APL, Aerospace and Mitre on a regular basis.
