Assistant District Executive - Design
Provide Management and oversight of the District Design Division by providing clear direction and guidance consistent with District and Department goals, policies, procedures and initiatives. Primary areas of responsibility are: Project Development; Program Management; Bridge; Geotechnical; Design services; and Contract and Agreement Management. For 2015 the Design Division is projecting to let approximately 66 projects totaling $320 million, along with advertising/selecting 14 design agreements totaling approximately $20 million. Focus on advancing our portfolio of projects through the delivery process while continuing to look for ways to streamline our review and design times. We will also will be looking to implement more Accelerated Construction Techniques and innovative designs such as ABC bridges, roundabouts, Diverging Diamond Interchanges, etc. In 2014 the Design Division let 81 projects totaling $203 million, delivery of 40 bridges for the Commonwealth’s P3 program (24/40 requiring completion of preliminary designs), along with advertising / selecting design consultants for 75 new DOI projects totaling over $2.0 Billion. In 2013 the Design Division let 49 projects totaling $135 million, along with 17 new design contracts. The District also scoped our entire DOI listing of projects to be in position to quickly advance the historic program. In 2012 the Design Division let 71 projects totaling $257million along with advancing $11 Million worth of new design contracts. Encourage and promote innovative thinking within the Design Division and Design Community by instilling a willingness to accept change, look for innovative solutions and “out of the box” thinking. Encourage a collaborative working relationship between the department and transportation community. While advancing projects more rapidly, we have also fully embraced the concepts of using innovative design and materials in conjunction with FHWA’s “Everyday Counts Initiatives”.

District Bridge Engineer - Engineering District 5-0
Plan, organize and direct all activities associated with the District’s Bridge Program as they relate to; bridge design, inspection, construction and Maintenance. Restructured and implementing overall resource and internal operational procedures and priority changes to improve and accelerate delivery within the division Responsible for 2,141 state owned bridges Provide direction, prioritization and guidance in the development of the District’s Transportation Improvement Program (TIP) regarding bridge projects in conjunction with the District’s Risk Assessment Program. Ensure that the District’s bridge inspection program is in compliance with State and Federal requirements of a continuous comprehensive inspection program for all structures with 8-foot span and greater (2,141 stated owned and 731 locally owned structures). Ensures that proper procedures are developed and followed for emergency responses to structure related problems.
District Portfolio Manager
Manage the District’s project portfolio, primarily in the areas of budget and schedule. Assist the ADE and functional managers in managing the availability and priority of human resources (in-house and consultant), composition of project teams, funds management and workload balancing. Manipulate available resources to most effectively achieve let schedule priorities and resolve conflicting priorities across functional areas. Established the Consultant-PennDOT Project Management/Review process utilized in District 5-0. Responsible for initiating, creating and implementing the policies and procedures used for in-house Consultant Project Managers and Reviewers. Also, established our internal submission tracking system. Supervise the Consultant Management Units, Planning and Programming and Grade Crossing Units. Direct and monitor the development of projects in compliance with projected let schedules.. Direct the tracking of project submissions to assure prompt review time. Establishes internal operating procedures and priorities as required. Administer the consultant selection, assignment and agreement management process in a proactive fashion to ensure timely completion of projects. Serve as the District Negotiator for all engineering contracts. Approval authority granted in April 2006. Maintained close coordination with respective MPOs / RPO, local planning agencies, in overseeing the development land management of the Transportation Improvement Programs and Long Range Plans.
District Planning & Programming Engineer
Responsible for the development/coordination and management of the multi-modal transportation programs such as: Twelve Year Program; Betterment Program; Interstate/Expressway Program; CMAQ Program; Bridge Program; District’s Obligation Plan. District liaison with the Central Office Program Center. District representative to: LVTS & RATS MPOs, NEPA RPO; County Planning Organizations. Also serve as District Transportation Enhancement Coordinator; Intermodal Management (IMS) Coordinator; District Bicycle/Pedestrian Coordinator; District Air Quality Coordinator ; District Scenic Byways Coordinator
