OCSDC was stood up with a mission to manage the programmatic drawdown of contracts, the contractor workforce and associated equipment in the Combined Joint Operations Area-Afghanistan (CJOA-A).- Led first forward deployed team tasked with US retrograde/drawdown of contractor support for 3 of 6 Regional Commands.- As part of initial cadre, authored Concept of Operations for initial capability and basis for doctrinal foundation of future contract drawdown operations in contingency environments.- Authored first Operation Enduring Freedom (OEF) contractor drawdown orders for International Security Assistance Force (ISAF) Joint Command (IJC) and 1st Sustainment Command (Theater) (1st TSC) directing the Winter Logistics Campaign plan, including identification of all contractor services by base/region and identifying excess equipment. - Catalyzed the Kandahar Air Field (KAF) Garrison Command and CENTCOM Materiel Recovery Element (CMRE) to dramatically reduce the contractor footprint on Afghanistan's largest NATO base, lowering the strategic risk for drawdown of U.S. Forces while achieving 100 percent accountability of over 11,000 containers of materiel. Dubbed KAF Operation Clean Sweep, this effort divided the base up into eight sectors, covering 78 tenant units and over 500 different contract companies, mobilizing multiple retrograde teams over the course of 5 months and creating operational space for the closure of 71 additional bases.- Facilitated contractor drawdown on 67 bases, including identification of systemic over manning leading to a theater-wide review of contract-to-force levels.- Located over 400 containers of equipment stalled in the redistribution process. Coordinated with local stakeholders to alter processes/prevent recurrence, facilitating disposition to requiring units and freeing the land for reallocation of use.
