Critical Incident Review Division

Completed final LAPD assignment as the Commanding Officer of the division charged with the final review and classification of all LAPD Non-Categorical and Categorical uses of force. Final classifications for Categorical uses of force were formalized with a Use of Force Review Board to include a written analysis and recommended findings sent from the Chief of Police to the Board of Police Commissioners for adoption. The review standards for all uses of force utilized by Critical Incident Review Division included review of officer actions before, during, and after the use of force incident, legality of the contact, force policy adherence, tactical training standards, de-escalation efforts, and effectiveness of command and control. Additionally, the division tracked administrative protocols and identified force incident trends and patterns to improve officer performance, minimize injuries to the officers and the persons with whom they engage in physical altercations, and to identify potential liabilities to the City and Department. This division completed an annual department-wide use of force report which summarized all incidents with a comparative analysis for trends and patterns that calendar year.
